In 1097, Rulles is mentioned in writing for the first time under the name “Ruris”. It is as at this period as the tradition locates with-place “Chaumont” at Rulles, one of the oldest churches of the area sometimes called “the church of Gaules”.

It is on this date that Rulles will experience an unquestionable development.

At the 13th century, Rulles depended politically and administratively on the counts of Chiny and Bar. As for the parish, it depended on Villers-on-Semois.

Geographically, the river Rulles was used to divide the grounds of the concerning north provost of Bologna, representative of the count de Luxembourg, the grounds of the concerning south sitting provost with Étalle, representing of the count de Chiny and the count de Bar. Thus, the Lord who accepted the guard of the castle of Bologna (territory of Habay-the-New), extended his jurisdiction to many villages of which Rulles. In spite of this parcelling out of territories, all these seigniories were guarantors of the safety of the area, thus supporting the rise of the trade and the development of our villages.

In 1629, a forging mill is established in Rulles, along Mandebras by Jean Hacher.

The foundry of Rulles was charged to supply the two fineries of the forging mills of Mellier-Haut. Those knew various fortunes until the beginning of the 19th century but did not survive the general decline of the iron factories of the valley.

During centuries, the forging mills were the principal providers of labor of Rulles.

At the 19th century, Rulles was administrative chief town and monk on which Marbehan depended.

At the 20th century, the principal activity in the village was agriculture.
