- Gerard Adolphe Martin , (born with Rozoy-sur-Serre on August 17th, 1800, deceased on August 28th, 1873). Mayor of Rozoy-sur-Serre, member of the general advice, knight of the Legion of honor, officer of academy. In 1821, it was accepted bachelor of law; in 1827, it was named notary in his birthplace. Elected official member of the general advice of the department of Aisne, in 1845, it was re-elected in 1848,1852 and 1867. Member of the academic council of Aisne, in 1850, it was named with the same functions, by the minister, in 1852, and after the removal of the academy of Aisne, named member of the departmental council of the state education into 1854,1858,1860,1863 and 1866, appointed mayor of Rozoy-sur-Serre, in 1862. Martin was famous in 1865. This same year it accepted, in reward of its services in the many public office which it had filled, the cross of knight of the imperial order of the Legion of honor; in 1867, the title of officer of academy was conferred to him. - Pierre Louis Charles de Failly
- Pierre Paul Joseph Mérest (born with Ribemont (Aisne), on April 5th, 1808, deceased on May 31st, 1876 with Rozoy). Former notary, former mayor of Rozoy-sur-Serre. Mérest was named notary with Rozoy in 1834. It was named mayor of Rozoy by his fellow-citizens in 1848. Little time after 1849, it was named substitute for the Justice of the Peace of his canton. In 1853, forced to move away from Rozoy to accompany in Paris his daughter who finished her education there, it gave her resignation of mayor. Named in 1858 member of the Council of district of Laon by the majority of the voters of his canton. In 1871, it was named General adviser of the Aisne by the voters of its canton to replace his brother-in-law. The Minister for the state education named it, in December 1874, officer of Academy.
