Québécois Provincial roads, the 399 serves the area of the Abitibi-Témiscamingue. Its southern end is with Trécesson on the road 111 near Amos. Its northern end, as long as at it, is located at Berry, on the road 202. The last 12 kilometers of the road are out of gravel whereas the 14 first are out of asphalt.
