Rotted boroughs

rotted Boroughs , in English rotten borough name under whom one faded in England certain boroughs where one made traffic of the right of election. These localities, formerly important, but which had been depopulated with time, had become properties of very a small-number of owners voters, while preserving their electoral privileges, and their owners sold their voice with highest offerer. The reform of 1832 put a term at this abuse.
