In Machining, the rotational frequency n is a angular Velocity in turn by minute (tr/min).

It depends on the Cutting speed, of the diameter of the part/the tool…

n: rotational frequency out of turns/minute
v_c: cutting speed in m/min
\ pi: constant pi: 3.14159
d_e: diameter of the workpiece in mm (turn) or diameter of the strawberry or the cutting tool (milling machine)

or, while following another notation:

N = \ frac {1000 \, V_c} {\ pi \, D}
