Roland Dumas , born the August 23rd 1922 with Limoges (High-Vienna) is a lawyer and Politician French. He was Minister for the Foreign relations of 1984 to 1986, then Foreign Minister of 1988 to 1993.
Biography
Roland Dumas is the son of Georges Dumas, civil servant of the taxes seconded with the town hall of Limoges to manage the controls of the public services of which those of the Undertaking. Member of the clandestine Socialist party and the secret Armed , Georges Dumas was denounced with the Gestapo, then shot at the end of March 1944 with Brantôme (the Dordogne). Roland, then 22 years old, made his studies of right to Lyon, in company of one of his school-fellows to the college Gay-Lussac in Limoges, named Joachim Felberbaum, of origin Austrian and taken refuge in Dumas after the Anschluss in 1939.
Roland Dumas just joined the Franc-maçonnerie after the war, at the 26 years age. He is elected appointed UDSR of the High-Vienna in 1956. He was appointed FGDS Corrèze of March 1967 in socialist appointed June 1968 then of the Gironde of March 1973 in March 1978. To finish he is elected appointed socialist of the Dordogne of June 1981, March 1986 and June 1988.
Being minister for this period it sat only of June 1981 in January 1984 then of March 1986 in May 1988. In March 1993 it is carried by the blue wave.
During the year 1983, he is the special emissary of François Mitterrand near the colonel Kadhafi. He tries to dissuade the Libya to invade the Chad via a north-Chadian rebellion, which would have forced the France to intervene to maintain the mode in place. Kadhafi promises to him not to penetrate in the south of the 15th parallel. The Chad is thus temporarily cut into two but the mode of Ndjamena is maintained.
In December 1983, it is named Minister for the European Businesses then in more government spokesman (in June 1984). In September 1984, it is Minister for the Foreign relations government of Laurent Fabius. President of the Commission Foreign affairs during the cohabitation, it finds the Quai of Orsay after the second victory of François Mitterrand in 1988, until 1993 with the wallet of Foreign Minister.
In 1995, it is named by François Mitterrand President of the Constitutional council. Under its presidency, the Constitutional council delivered an opinion affirming that the legal immunity of the President of the Republic was essential including for the crimes and common law crimes. This opinion was very discussed being given the alleged implication of the president Jacques Chirac in many politico-financial businesses and that of Roland Dumas in the Affaire Elf.
Blamed by justice, it decided to suspend the performance of its duties on March 24th, 1999, then resigned of the Constitutional council on March 1st, 2000. Condemned by justice to 6 months of imprisonment in 2003, it appealed and the court released it.

Roland Dumas was condemned, in a final way, in twelve months of suspended sentence and 150.000 euros of fine for complicity of Breach of trust, within the framework of the succession of the sculptor Alberto Giacometti, the Court of appeal having rejected her appeal on May 10th, 2007.
