Roadmap for peace
The “ Roadmap ” (abusive translation of road map ) was adopted by the diplomatic Quartette joined together the 30 April 2003 like a proposal to put a term at the israélo-Palestinian Conflit.
The Quartet (or Quartet) was composed of the United Nations, of the European Union, the the United States of America and the Fédération of Russia.
The Roadmap was intended to succeed, by stages, with a permanent payment of the israélo-Palestinian conflict, on the basis of principle of the existence of two States.
Official text
This document is a roadmap centered on results and moult by objectives: it comprises clear stages, a calendar, deadlines and criteria intended to encourage progress by reciprocal measurements of the two parts in the policy fields, sedentary, economic, humane and of creation of the institutions, under the auspices of the Quartet (the the United States, the European Union, the United Nations and the Russia). The destination is the final payment and general of the israélo-Palestinian conflict from here at 2005, like indicated it president Bush in her speech of June 24th and like the European Union, Russia and UNO in the ministerial declarations of the Quartet approved on July 16th and on September 17th.
The payment of the israélo-Palestinian conflict on the basis of solution in two States is realizable only so fine is put at violence and terrorism when the Palestinian people have leaders who will act in a decisive way against terrorism and who will be eager and able to found a democratic regime based on the tolerance and freedom, that if Israel is laid out to make the necessary one so that a democratic Palestinian State is established, and that if the two parts accepting clearly the objective of a payment negotiated such as it is described below. The Quartet will help and facilitate the implementation of this plan, while starting with the phase I, which envisages direct negotiations between the parts. The plan includes/understands a realistic calendar of execution. However, since it is about a requiring plan of the results, progress will depend on the efforts made in good faith by the parts and on the execution of each obligation indicated below. If the parts discharge their obligations quickly, it may be that progress within the framework of each phase and phase to another occurs earlier than envisaged. The non-fulfilment of the obligations will block progress.
A payment, negotiated between the parts, will lead to the creation of an independent, democratic and viable State Palestinian living at the sides of Israel and other countries bordering in peace and safety. It will regulate the israélo-Palestinian conflict and will put an end to the occupation which started in 1967, by taking account of the bases of the conference of Madrid, of the principle of the exchange of territories against peace, of the resolutions 242,338 and 1397 of the Safety advice of UNO, the agreements concluded before by the parts and of the proposal of the Saoudi crown prince Abdallah, approved by the Arab League at the time of its Summit of Beirut, which envisages the acceptance of Israel as an alive adjoining country in peace and safety, in the context of a general payment. This proposal is an essential component of the international efforts intended to encourage a general peace in all the ways, including the way israélo-Syrian woman and the israélo-Lebanese way.
The Quartet will meet periodically, at a raised level, in order to evaluate the results with regard to the execution of the plan by the two parts. In each phase, the parts are supposed to carry out their obligations in parallel, with less of contrary indication.
Phase I : to put an end to terrorism and violence, to standardize the life of the Palestinians and to set up the Palestinian institutions - today in May 2003. During phase I, the Palestinians immediately undertake to put an end in an unconditional way to violence in accordance with measurements indicated below; such an action must be accompanied by support measures taken by Israel. The Palestinians and the Israelis take again their co-operation as regards safety while being based on the scheme of Tenet work in order to put an end to violence, terrorism and the incentive with such acts by restructuring the Palestinian security services and while making them effective. The Palestinians undertake general in preparation for the creation of a State, in particular by working out a Palestinian Constitution and by organizing free elections and honest political reforms on the basis of these measurement. Israel takes all the necessary measures to help to standardize the life of the Palestinians. Israel withdraws Palestinian territories which it occupies since September 28th, 2000, and the two camps return to the status quo which existed then, progressively of the re-establishment of safety and the co-operation. Israel suspends all its activities as for the creation of colonies of settlement, in accordance with the Mitchell report/ratio.
At the beginning of phase I:

the Palestinian leaders diffuse an unambiguous declaration reaffirming the right of Israel to exist in peace and safety and asking for an immediate cease-fire and without condition to put an end to the armed activities and all the acts of violence directed against of the Israelis in some place that it is. All the Palestinian official institutions put an end to any provocation against Israel; - the Israeli leaders diffuse a clear declaration affirming their attachment with the design of two States, whose independent, viable Palestinian State and alive sovereign in peace and safety at the sides of Israel, like stated president Bush, and asking for the immediate suspension of the acts of violence directed against of the Palestinians in some place that it is. All the Israeli official institutions put an end to any provocation against the Palestinians.
Safety

the Palestinians clearly declare the suspension of the acts of violence and terrorism and make visible efforts on the ground in order to block and to prevent the action of the individuals and the groups who prepare and launch violent attacks against Israelis in some place that it is and in order to stop them.

the reconstituted and centred security services Palestinian Authority undertake durable, specific and effective operations in order to attack all those which are implied in terrorism and to dismantle the infrastructure and the means of the terrorists.

the Israeli government does not take any measure likely to sap confidence, in particular expulsions, the attacks directed against of the civilians, the seizure or the destruction of dwellings and Palestinian goods as a punitive measurement or intended measures to facilitate the construction of Israeli buildings, the destruction of Palestinian institutions and the infrastructure as well as the other measurements stated in the scheme of Tenet work.

Using the existing mechanisms and of the resources present on the ground, the representatives of the Quartet start a semi-official control and consult the parts in connection with creation of an official mechanism of control and its operation.

the implementation, as agreed, of the American plan of rebuilding, formation and resumption of the co-operation as regards safety in collaboration with the independent board of trustees (the United States, Egypt and Jordan). The Quartet supports the efforts aiming at arriving to a durable and general cease-fire.
All the Palestinian organizations of safety are amalgamated to form three services concerned with a Minister of Interior Department equipped with the capacities necessary.
The restructured Palestinian security forces and having undergone a new formation and the Israeli defense forces gradually take again their co-operation and other tasks in order to carry out the scheme of Tenet work, in particular of the periodic meetings at a raised level, with the participation of persons in charge of the safety of the United States.

the Arab States cease any private public finance and all the other forms of support for groups which encourage and which make acts of violence and of terrorism. - All the givers providing a financial support with the Palestinians do it via a single account of treasury of the Palestinian ministry of finances.

As the results as regards general safety are concretized, the Israeli defense forces gradually withdraw zones occupied since September 28th, 2000, and the two camps return to the status quo which existed before September 28th, 2000. The Palestinian security forces redeploy in the zones from where were withdrawn the Israeli forces.
The creation of the Palestinian institutions

immediate Action as for credible methods of drafting of a constitution project for the Palestinian State. As soon as possible, the constituent assembly makes circulate, for purposes of public debate, a constitution project which envisages a democratic parliamentary mode and a government whose Prime Minister is equipped with the capacities necessary. The constituent assembly prepares a document draft which will be presented, after the elections, with the approval of the qualified Palestinian institutions.

Nomination of a Prime Minister per interim or members of the government equipped with the decision-making powers necessary.

the Israeli government facilitates displacements of the Palestinian persons in charge at the time of the sessions of the Legislative council and the government Palestinian and other activities of reform, as well as other support measures having milked for the implementation of reforms.

Nomination of Palestinian ministers equipped with the capacities necessary to undertake fundamental reforms. Execution of other intended measures to set up a true separation of the capacities, including any Palestinian legal reform for this purpose.

Creation of a Palestinian independent electoral commission, which is charged to examine and update the electoral laws.

Résultats obtained by the Palestinians according to the legal, administrative and economic criteria establish by the international group on the Palestinian reforms.

the Palestinians organize free elections and honest as soon as possible, while being based on preceding measurements and within the framework of debates open to all as well as selection of the transparent candidates and of an electoral campaign where several parties are represented.

the Israeli government facilitates the assistance of the work group, the inscription of the voters, the displacement of the candidates and the persons in charge of the poll. Support granted to the governmental organizations taking part in the organization of the elections.

the Israeli government reopens the Palestinian Chamber of commerce and other Palestinian institutions currently closed and located at Jerusalem-Is, provided these institutions function in the strict respect of the former agreements concluded between the parts.
The humane situation

Israel takes measures to improve the humane situation. Israel and the Palestinians completely apply all the recommendations of the Bertini report for the improvement of the humane conditions, in particular while raising cover-fires, by slackening the restrictions to the movements of people and goods, and by authorizing a total, sure access and without obstacles of the international and humane personnel.
- The Committee of connection takes stock of the humane situation and the developmental perspectives economic in the West Bank and with Gaza, and launches assistance a massive campaign of the givers, including in favor of the reform.

the government of Israel and the Palestinians continue the process of releasing of incomes and transfers of funds, including arrears, in accordance with the transparent mechanism of monitoring on which one agreed.
The civil society

Maintenance of the support of the givers, including the increased financing of the private organizations and ONG, under programs between communities, development projects of the private sector and initiatives in favor of the civil society.
Colonies of settlement

the government of Israel dismantles the set up colonies immediately since March 2001.

In accordance with the report/ratio Mitchell, the government of Israel freezes any activity of colonization (even when it is about the natural expansion of the colonies).
Phase II : the transition (June 2003 - December 2003)
In the second phase, the efforts relate to the creation of an independent Palestinian State at the provisional borders, equipped with the attributes of sovereignty and based on the new constitution. It is a stage on the way of an agreement on the final statute. As that was already underlined, this objective could be reached when the Palestinians have a government which acts in a decisive way against the terrorism, and which with the will and the capacity to practice the democracy based on the tolerance and freedom. With such leaders, as well as reformed civil institutions and structures of safety, the Palestinians will profit from the active support of the Quartet and the whole of the international community in the establishment of an independent and viable State.
To progress in phase II, one will need that the Quartet determined, by consensus and after analysis of the behavior of the two parts, that the suitable conditions are met. Aiming accelerating the efforts of standardization of the life of the Palestinians and at building the Palestinian institutions, Phase II starts after the Palestinian elections and is completed in 2003 with the possible creation of an independent Palestinian State at the provisional borders. Its main objectives are constant results in the field of the total Sécurité, the maintenance of an effective co-operation as regards safety, the continuation of the standardization of the life of the inhabitants and the establishment of the institutions in Palestine, the reinforcement and the maintenance of the objectives stated in phase I, the ratification of a democratic Palestinian Constitution, the official creation of a post of Prime Minister, the consolidation of the political reforms and the creation of a Palestinian State equipped with provisional borders.

International Conference - Convened by the Quartet after consultation with the parts and immediately after the behavior of the Palestinian elections, it has the aim of supporting the Palestinian economic revival and to implement a process which will lead to the creation of an independent Palestinian State at the provisional borders.

Such a meeting will include all the parts, will be inspired by the objective of a total peace in the Middle East (including between Israel and Syria and Israel and Lebanon), and will be based on the principles stated in the preamble to this document.

the Arab States will restore the bonds which they had with Israel before Intifada (commercial offices, etc).

Given into force of multilateral engagements on various files in particular including the regional water resources, the environment, economic development, the refugees and the control of the armaments.

a new Constitution envisaging a democratic and independent Palestinian State is finalized and approved by the suitable Palestinian authorities. If necessary, of the elections follow the adoption of the new Constitution.

In accordance with the constitution project, an office of the Prime Minister is officially established and equipped with a cabinet entitled to undertake reforms.

Of the constant results as regards general safety, including the effective co-operation in this field such as it is described in phase I.

Creation of an independent Palestinian State at the provisional borders by the means of a israélo-Palestinian negotiation process, and launched by the International Conference. The implementation of the preceding agreements aiming at maximizing the territorial adjacency, including the catch of measurements of follow-up relating to the colonies of settlement jointly to the establishment of a Palestinian State at the temporary borders, will be integral part of this process.

Role reinforced with the international community on the level of the monitoring of the transition, with the active support, supported and operational of the Quartet.

the members of the Quartet preach the recognition of the Palestinian State, including its possible adhesion with UNO.
Phase III : agreement on the permanent and fine statute of the israélo-Palestinian conflict (2004-2005)
The evolution in phase III will be done on consensual decision of the Quartet, taking into account the actions of the two parts and the observations of the members of the Quartet. The objectives of phase III are the consolidation of the reforms and the stabilization of the Palestinian institutions, a constant and effective Palestinian safety, and israélo-Palestinian negotiations aiming at establishing a permanent statute in 2005.
- Second International Conference. Convened by the Quartet at the beginning of 2004 after consultation of the two parts, it aims endorsing the agreement negotiated about an independent Palestinian State at the provisional borders, and at officially starting a process which, with the active support, supported and operational of the Quartet, will lead, in 2005, to a resolution carrying on the final status, including the borders, Jerusalem, the refugees and the colonies. The conference also aims at leading as soon as possible to an general agreement in the Middle East between Israel and Lebanon, and Israel and Syria.

Continuation of total and effective progress on the program of reform established by the Work group in preparation for the agreement on the final status.

International efforts to facilitate the reform and to stabilize the Palestinian institutions and the economy in preparation for the agreement on the final status.

the parts get along on a final and general agreement of permanent statute which puts an end to the israélo-Palestinian conflict in 2005. It is about an agreement negotiated between the parts and based on lesrésolutions 242,338 and 1397 of the Safety advice. It puts an end to occupation which started in 1967, it includes/understands solution accepted, just, equitable and realistic of question of refugees, and resolution negotiated about statute of Jerusalem which takes account of the concerns political and religious of the two parts, which protects the religious interests from the Jews, the Christians and the Moslems of the whole world, and which is in conformity with the principle of two States, Israel and Palestine sovereign, independent, democratic and viable, coexistent in peace and safety.

In the context of a general peace agreement between Israel and Palestine, the Arab countries accept the principle of the standardization of their relations with Israel and of safety for all the States of the area.
