When it is an community activity, the road carrier is held to be registered on the register of the " conveyers and hirers out of vehicles industriels" held by the Regional management of the Equipment (D.R.E.) which delivers in exchange a title of exploitation :
- License of inland transport (vehicles having at least two Axle X, of a LDC lower than 6 tons or of a payload lower than 3 tons 500 kg); the original (which must remain with the company) is of orange color, the certified copies (1 per vehicle) of color chestnut;

These licenses are valid 5 years renewable but it are called into question each year by the justification of financial capacity (9 000 € for the first vehicle, 5000 € per additional vehicle).
During transport in countries except European Union (except Switzerland for a French conveyer), the conveyers need other authorizations according to the agreements made between France and the countries concerned:
- Authorization ECMT: it allows all transport (except the coastal traffic) in the countries signatories of the agreements
- bilateral Autorisation: It makes it possible to charge or discharge in a country signatory (authorization of transport) or simply to cross the country signatory (transit license)
For the countries which did not sign any agreement with France, it is necessary to obtain foreign authorizations from the embassies.
