Richard Clarke (born in 1951) was a member of successive American administrations between 1973 and 2003. He was in particular the national coordinator for safety, the protection of the infrastructures and the counter-terrorism of the the United States of America of 1998 with 2003. He was named by the president Bill Clinton and was maintained with this function by the president George W. Bush.

Reprocessed since 2003, he is the author of " Against all the enemies, in the middle of the American war against the terrorisme".

He was in function at the time of the Attentats of September 11th, 2001.
