Ricardo Froilán Lagos Escobar born on March 2nd, 1938 with Santiago is a Chilean politician. He was president of the Chile from March 11th, 2000 to March 11th, 2006.

University and diplomatic career

Political career

From a political point of view, he does not regard himself Socialist, but as independent of left. In 1972, president Salvador Allende appoints it ambassador with Moscow, but its nomination is not approved by the national congress. After the coup d'etat of 1973, it is exiled but returned to the country in 1978. During the years of the dictatorship of Augusto Pinochet, it works for the return of the democracy. He becomes president of the democratic Alliance, alliance which gathers the major part of the democratic parties opposed to the dictatorship. Anxious by the economic crisis which saw Chile and internal divisions, worried by its country, it leaves its functions near the the United Nations. Thus in December 1983, he becomes the president of democratic Alliance. He launches the idea to build a movement which can bring together all the democrats. It is in the furrow of its speech that are born PD (Left for the democracy) and the Regrouping from the Parties for the Democracy. September 7th, 1986, following the attack perpetrated against Pinochet, it must undergo several interrogations of the secret services. Profiting from an international support, it is released after nineteen days of detention.

The day before the plebiscite of October 1988, it furrows the country to invite the population to vote NO (not). The October 5th 1988, the not carries it by 57,8% of the votes cast. The triumph of not seems to open to him the doors for a possible presidential candidate, but it supports the candidature of Patricio Aylwin and convinces the left to vote for him. Under the presidency of Aylwin, he becomes Minister for education and lance a reform of decentralization of education. He thus launches several projects to help the most underprivileged schools of the country with the assistance of the the World Bank.

In 1993, it cannot launch out in the race to the presidency, because the coalition chooses Eduardo Frei Ruiz-Tagle - which will become president in 1994. Ricardo Lagos launches then a system of concessions allowing the construction of works of civil engineering through all the country with the participation of the private sector.

Presidential campaign of 1999
