Rheu

Rheu or Rheu-Moigné ( “Reuz” into Breton ) is a common French, located in the department of Ille-et-Vilaine and the area Brittany. It borders the town of Rennes in the west with its neighbor Vezin-the-Vain. The inhabitants of Rheu are Rheusois and Rheusoises

Geography

The commune of Rheu is located in a landscape scrap-metal and is composed of three principal hearth of settlement: downtown area of Rheu, the Moors of Apigné and the borough of Moigné.

The common one has as natural border the river the Vilaine in the east (border with Rennes) and the river the Flume in the North-East. The brook the Lindon crosses the borough of Rheu, although the majority of this one is covered. Transport

The 2 principal accesses to the commune are the expressway Rennes-Lorient (RN24) and the second belt of Rennes (RD288). The town of Rheu-Moigné is served by the service of bus of the Star via lines 54,55,56 and 76ex like by various school lines (VHB5, LA1). From the re-entry 2007, the city of Rheu will be served by 2 new lines: at the rush hours by the line 154express (direct connection between the center town of Rennes and Rheu) and at the off-peak hours by line 96 (the Orchard - Mordelles - Rheu)

Economy

The artisanal Zone (ZA) and commercial of the Holm oak located at the Landes of Apigné creates in 1960 and ZAC of Apigné is the engine of the economic life of the commune. These 2 ZAC accommodate more than 100 small, average and large companies. The recent ZAC of Apigné is intended to become the zone of logistic activity of Rennes Métropole. The sorting office Coliposte, in charge of the sorting of the postal parcels of the Great West settled there in 2004 and the logistic platform Logidis of the Groupe Crossroads settled there in June 2007 just like the future regional seat of SPIE.

The center INRA of Rennes has two research units located at Rheu close to the wood of the Mound since 1966 (dedicated to the improvement of the plants and vegetable biotechnologies and to the biology of the organizations and the populations steady to the protection of the plants), an experimental field of 307 ha, an experimental unit of testage of the pigs and a cider-producing biotransformation research station of the fruit and vegetables. This center employs approximately 250 people.

History

Rheu and Moigné amalgamate

The February 13rd 1965 the commune of Moigné is attached to the commune of Rheu. The surface of the commune of Rheu become Rheu-Moigné passes from 1410 hectares to 1889 hectares. The number of inhabitants passes from 2001 to 2291 inhabitants. The development of this part of common however was very limited since because of its proximity with the Aéroport of Rennes - Saint-Jacob. A programme of town planning and construction in spite of is very envisaged in the years to come for this part of the commune.

History of the commune

The birth date of the commune of Rheu is unknown. However documents going back to 1240 and 1279 attest existence of the parishes of Moigné and Rheu.

It is known all the same that Rheu was occupied by the Romains as the romanisation of Apigné proves it, Moigné, and the presence of a Roman way in Rheu. Later, with the the Middle Ages, the climate of insecurity would have supported the introduction of the Feudal system with its seigniories (Freslonière, the Mound with the Viscount, Apigné, Méjussaume) and the construction many Manoir S.

The French revolution was well accommodated by the population. In 1790, the communes of Rheu and Moigné were create and their mayors elected by the vote for all. During the 19th century and first half of the 20th century, the development of the two communes was relatively calm. The successive mayors belonged to the nobility (Freslon, Boisbaudry).

The development of the garden city

With beginning of the year 50, the commune of Rheu is primarily rural and the activity is limited to the trade and craftsmen of the Borough and the axis of the Landes of Apigné. The Maire of the time Jean Châtel wants to make of Rheu, a small town, because of the industrialization of the sector (installation of Citroen at the Barre Thomas in Rennes). It launches the first operation of town planning into 1955 to the Moors of Apigné, along the RN24 of the time (become since the " Nationale" road;), 110 houses are create but the experiment does not satisfy it.

In 1959, it thus decides to call upon Gaston Bardet, director of studies of International institute and Supérieur of Town planning Applied of Brussels. Gaston Bardet becomes Urbaniste council of Rheu during 10 years and the concept of Cité-jardin imposes on it. To the beginning of the year 1970 after the departure of Gaston Bardet, the city launches the allotment of the Mound, an allotment in opposition to the principles of Bardet. The operation will not be renews. In 1971, the first collective habitats appear in the commune (Residence Noë, Petit Orchard…). In 1976, the commune creates the district of Bouvetière where mixes collective and suburban habitat, then the district of Close-Joury. An experimental school (absence of notation, absence of nettings, construction of full foot, language laboratory, theater) is built in full center borough in 1974. It will take the name of College George-Brassens in the middle of the years 1980. In 1977, the agricultural college of the Three Crosses of Rennes (become Victor-and-Helene-Bash College) moves and settles in Rheu. Since 2003, the Rennes-The-Rheu agricultural college bears the name of College Theodore-Monod.

In the middle of the years 1980, the center town of Rheu is completely redrawn. The majority of the houses and the buildings around the town hall and the church are shaven in order to create an entirely pedestrian center town. Many buildings of habitat are create with at the ground floor of these buildings, of the commercial cells in order to constitute true a Shopping mall in the middle of the city. In 1986, the Farm of Noah is partially renovated in order to become a arts center (Center Noah) accommodating the seat of Agora association and various activities (course of music, Recreational center until the beginning of the year 2000, Maison of the Young people, " Parking" - room of repetition for the Current musics -). The not renovated part of the Center Noah should soon be destroyed in order to accommodate new multifamily apartments.

In 1988, the common lance the ZAC of the Fields Freslons (district of the Fields Freslons, Stone quarries, of Cranais, Colline/la Mare), which envisages the construction of 900 residences. The Farms of the Freslons Fields and the Stone quarries are renovated in order to accommodate the seat of Sporting Club for the farm of the Freslons Fields and the Bibliothèque and certain activities of the Agora for the Farm of the Stone quarries. The recreational center and the halt-nursery move in the district of Cranais to the site of the old house of the family of the mayor Jean Châtel.

In order to satisfy the increasing demand in housing in the agglomeration of Rennes, the city launches in 2004, ZAC of Huberdières and decides to initiate the restoration of the Farm of the Pond where should be located a Médiathèque in the long term.

From 2008, a news ZAC is envisaged: The ZAC of Tremeliere. Nearly 1000 residences will be built there in this new district from here with 2014. the development of this district will be ensured by the town planner and architect Iranian woman Nasrine Seraji

In addition, a reflection on the sector of Nogue Key is committed. Equipment such as room multifunction as well as shopping mall should be built there.

The commune fleurissement obtains in 1987 two flowers with the national competition of the then four flowers since 1989. It obtains even in 1996, the National Grand Prix of Fleurissement.

For a few years, certain voices have protested against the urbanization growing of the city, the abandonment of the concept of Cité-jardin and the disappearance of the inheritance Rural of the commune.

Assumptions of urban development

Studies for future development of Rheu for the twenty next years were undertaken in 2003. It is thus considered in the short and medium term:
  • urbanization of the sector of Tremelière, Nogue Key and near the sector of Freslonière
  • the installation of utility services to the Moors of Apigné
  • the opening-up of commercial fabric of the downtown area
  • the valorization of the Unpleasant with a pole of Leisures and walk, restaurants, hotels
  • a modification of the access to the city and urban development: access since the road of Lorient (RN24) often bottled, town planning and axes of circulations tending to unifying the city of Rheu now burst between the borough of Rheu, the Moors of Apigné and Moigné.

Community life, cultural and sporting

Community life and cultural of Rheu is organized around 2 great associations:
  • the Agora (1000 members), sociocultural association sitting in the Arts center Noë created in 1959 under the name of CCOR and famous Agora in 1991. This association gathers about thirty activities (visual arts, dance, theater, languages, choral society, data processing…) and organizes events (Carnival, Fête of the music, Arts in Madness,…) and of the spectacles in the commune. It is titular licenses of contractor of spectacles for this activity. The sector youth of Agora (CLSH, Maison of the young people, halt-nursery) which had existed for more than 20 years passed under municipal competence following a decision of the commune 2005. These activities were entrusted to the Fédération Léo Lagrange Western. Agora centered its activities in the cultural field, spectacles and leisures cultural.

  • Sporting Club (1600 bachelors) created in 1965 and composed of almost 20 sporting sections : football (1928), basketball, voluntary gymnastics, game of bowls, French billiards, haltérophilie, musculation, Rugby, bicycle touring VTT, jogging, race, sports leisures, judo, karate, aikido, tennis, golf, kart cross-country race, volley ball.

However many other associations animate the cultural life and social commune and in particular the inter-commune school of music of Flume, whose seat is in the course of construction close to Sports complex.
