Resolution 1701 of the Safety advice of the United Nations

the resolution 1701 of the safety advice of the United Nations is a adopted resolution the August 11th 2006 unanimously of the members of the council. It aims at stopping the israélo-Lebanese conflict of 2006. The Lebanese government, which includes two members of the Hezbollah, approved the resolution the August 12th 2006 unanimously. The same day, the leader of Hezbollah Hassan Nasrallah invited his militiamans to respect the Cessez-le-feu. The August 13rd 2006 the Israeli government approved the resolution with 24 votes against 0 and one abstention. The cease-fire was fixed at the August 14th 2006 at 8 o'clock in the morning, local time.

Context

The resolution was established starting from a document prepared by the France and the the United States. The initial document called with the complete stop of the hostilities between Israel and the Hezbollah, but this project was severely criticized by the Lebanon and the Arab Ligue not to call with an immediate withdrawal of Tsahal and to authorize Israel to continue its operations against Hezbollah.

Lebanon accepted the support of the Arab League to include in the project of the extracts of the Siniora plan presented by the Lebanese government the July 27th 2006. A delegation of the Arab League went to New York the August 8th 2006 and met various members of UNO as well as France and the United States.

The project was thus modified, the principal differences being that the 15.000 soldiers of the Lebanese army must have a more central role and be framed by FINUL reinforced in its manpower (of 2.000 soldiers today with 15.000 soldiers). This must enable them to apply the resolutions 1559, 1680 requiring the disarmament of Hezbollah, the assistance of the Syria to reach that point and the end of the frontier conflict of the firm of Chebaa. The resolution affirms clearly that Lebanon decides when it wishes the assistance of FINUL. The resolution calls with the withdrawal of the Israeli forces parallel to the deployment of the Lebanese army and FINUL.

Contrary to the resolution 1559 of 2004, this resolution does not make disarmament of Hezbollah a prérequis to the cease-fire, but recalls that the resolution 1559 must be applied.

Contents of the resolution

  • total suspension of the hostilities
  • withdrawal of all the Israeli forces of Lebanon and déployement in parallel of the Lebanese Armed and FINUL
  • application with preceding resolutions 1559,1680 and the agreement of Taëf calling to the disarmament of Hezbollah
  • extension of the authority of the Lebanese government to all its territory
  • any paramilitary force, including Hezbollah, must be in the south of the river Litani
