Republican Central committee of the Twenty districts

The republican central committee of the Twenty district is a Parisian body created as of the proclamation of the Republic the 4 septemvbre 1870 in order to obtain Gouvernement of National defense political and social measures favorable to the popular classes.

September 4th, the federal Room of the company workers requires of the new whole Gouvernement of National defense to quickly proceed to municipal elections in order to replace the mayors named under the Second empire (of the mayors will be indicated as of on September 7th). He also claims the suppression of the police force of State, freedom of the press, of meeting and association, the political amnesty and the levy in masse of the population to face the invasion of the territory by the German troops. September 5th between 400 and 500 deputy workmen decide to create in each district a republican committee or committee of vigilance and defense , which will delegate each one 4 members to form a Central committee. Thanks to the action of the Internationalists, on September 13rd the Central committee is in place. September 15th it makes placard a red poster where it makes a statement on its political program: *suppression of the police force of State and its replacement by magistrates named by the municipalities and helped by members of the National guard,

  • election and responsibility for all the civils servant,
  • freedom of the press, of meeting and association,
  • requisition of the goods and rationing to be able to resist a seat of the city by the German troops (the seat will be effective starting from September 19th).

The government of National defense not announcing the municipal elections, the Central committee organizes meetings September 20th, 22nd and 25th. The government counteracts by showing certain member of the Committee to have perceived secret funds of the Second empire (a board of inquiry will clear them). October 8th the Central committee fails to gather demonstrators places Town hall at Paris (where seat the government).

It is put then in sleep. It does not seem to have taken part as such in risings of the October 31st, 1870 and the January 22nd, 1871 against the Gouvernement of National defense. From the January 1st it renames " Delegation of the Twenty arrondissements". It is it which makes placard on January 5th the Red Affiche which calls with the formation of the Commune in Paris. February 8th in connection with the International association of the workers and the federal Room of the working companies, it introduces revolutionary socialist candidates to the elections with the National Assembly. Only four of them will be elected: Gambon, Malon, Pyat and Tolain.

After the Rising of March 18th, 1871, the delegation takes again her name of Central committee. But gradually it is eclipsed by the Central committee of the National guard. With the elections of March 26th to form the Conseil of the Commune of many members of the Committee of the Twenty districts will be elected. May 19th (the day before the bloody Week), the Committee disappears.
