Organization
The Board of directors of the CNOUS and the CROUS was in the equal beginning: representatives of the state and representatives of the students had the same weight.
Under the terms of article 66 of law 2004-80 the boards of directors of the CROUS and CNOUS are made up:
- of the vice-chancellor
- of 6 representatives of the State
- of 7 student S
- of 3 staff representatives
- of 2 presidents or directors of establishments of higher education
- of a representative of the area
- of one to four representatives of the communes and their groupings
- of 4 qualified personalities.
The elections with the CNOUS are an indirect suffrage, the elected officials CROUS form a kind of Great Electors who vote for the elected officials CNOUS.

Elections with CROUS: 8,12% of participation (+48%). The UNEF at the head with 89 elected officials, according to the official results. Total rate of participation with the elections of the student representatives to the boards of directors of the CROUS amounts to 8,12%, against 5,53% in 2002. These elections proceeded March 29th with the April 2nd 2004. 172.791 students voted, on a total of 2,051 million registered students.
66.209 votes went on the lists presented by the UNEF (39,28%) which obtains 89 elected officials (against 78 in 2002). Joint lists FAGE-PDE collected 20.614 votes (12,22%) and 24 elected officials As in 2002, the lists supported by FAGE obtained 3.981 votes (2,36%) and 3 elected officials (Against 12 in 2002) and lists supported by PDE 6.951 votes (4,12%) and 6 elected officials (against 4 in 2002). The PLAIN one collects 17.717 votes (10,51%) and 14 elected officials (against 15 in 2002), the lists Étudiants Moslems of France (EMF) 7.512 votes (4,45%) and 2 elected officials (against 11 in 2002) and the lists Various 34.330 votes (20,36%) and 44 elected officials (against 52 in 2002).
The Confédération coed which was presented for the first time in 7 academies obtains 3.111 votes (1,8%) and 2 elected officials. Lastly, 8.128 votes went on the lists South-Student (4,8%) which obtain 5 elected officials.

Elections of 2006
Representation coed in the CROUS
The Fédération of general associations coeds (Fage) gains temporarily 79 seats out of the 182 seats. On its side, the Unef, which had called with the boycott of the poll, temporarily fell while passing from 89 to 36 seats at the time of this poll. However the majority of the elections in the CROUS will be cancelled by the administrative courts, of new elections were organized in which the UNEF leaves majority. The National union inter-academic (PLAIN) also progresses it and passes from 14 to 24 seats. Promotion and defense of the students (PDE) drop a little, passing from 19 to 17 seats.
A list FEDER (gathering the Union of the Jewish students of France, Neither subjected whores nor and S.O.S Racism) obtains only 2 seats. Étudiants Moslems of France (EMF) passes from 2 to 5. Newcomers, FAC Green (ecologists) obtains 7 seats. Southern studying passes from 2 to 1. The various lists obtain 11 seats.

On Tuesday, May 30, 2006 proceeded the examination of the elections at the National center of university and school works (CNOUS) thus renewing the 8 seats of the college studied for a two years mandate.
Polemics around this poll
Corroborating the demonstrations against the private bills of the Contrat First Engages (CPE), the elections CROUS of 2006 were particularly animated being given great tearings and the strong mobilization of the organizations coeds at the time of the Mouvement anti-CPE.
UNEF had, as of on February 7th, 2006, called with the blocking of certain faculties (especially in Rennes II from where the movement left). The movement of blocking spread until the moment of the elections in March 2006, which made impossible the opening of very many polling stations for the elections CROUS.
The UNEF partly lost control on the movement, and the blocking of the ballot boxes in faculties pro-UNEF put at evil its opportunities for the elections. On the other hand, the other lists candidates, in particular those carried by FAGE or the PLAIN gained enormously in this situation, maintaining on the ground the opened polling stations, as private individuals in their best " fiefs".
In almost all the university areas in France, disorders took place in the polling stations. The UNEF carried felt sorry for in many academies to make cancel these elections.
Reaction of UNEF: " One attended with fright and desolation a parody of democracy: the elections were held whereas more than 60 universities representing more half of the electorate are in grève"
Reaction of FAGE: " They are not ordinary elections, but they are true elections and the elected officials are legitimate. Not in it to take part would have meant to deny the play démocratique".
Reaction of the PLAIN : " We condemn the hypocrisy of the UNEF which, last spring, had called with the boycott of the elections with the CROUS and had orchestrated illegal blockings of universities, before carrying felt sorry for in front of the administrative courts under pretext which the participation had fallen and which the conditions of vote were not optimal. The fault with which! "
The elections of 13 CROUS (out of 28) were cancelled, and of new elections were organized. They are the elections being held in the academies Paris, Versailles, Poitiers, Lyon, Nancy-Metz, Dijon, Toulouse, Aix-Marseilles, Bordeaux, Nice-Toulon, Clermont, Montpellier and Rennes. The filed appeal at the national level for the cancellation of the elections with the CNOUS was finally rejected by the Administrative court of Paris on June 7th, 2007.
At the conclusion of these elections, UNEF obtained the most voice in the various CROUS of France but the election with the CNOUS not having been remade FAGE maintains there its majority, this until the elections of 2008. Two organizations are thus claimed like first organization representative of the students: the FAGE according to the elections with the CNOUS, the UNEF according to the elections with the CROUS and CNESER.
