Jean-Paul Garraud , French politician, born the February 27th 1956 with Toulouse (Haute-Garonne).

Magistrate of formation and former assistant editor of the National school of the Magistrature, it joined the policy with the end of the year 2001.

He is elected appointed the June 16th 2002, for XIIe legislature (2002 - 2007), in the 10th district of the the Gironde, where he beats Gilbert Mitterrand, which beats it, in his turn, to the cantonal elections of 2004 on the canton of Libourne. He gains legislative on June 17th, 2007 again and thus preserves his seat of deputy.

Béatrice Maucourant works is one of the collaborator of Mr. Garraud in Libourne.M. François Drapé is her parliamentary collaborator with the National Assembly. He also took his wife, Francoise Garraud as collaborator.

In July 2007, it is presented to the municipal elections of Emilion Saint following the death of four City council men (of which the Mayor). It loses largely vis-a-vis the list supported by the former first assistant, Bernard Lauret. He does not manage to be city council man.

Beaten with Emilion saint, it decides as of September to refer on the commune of Libourne in order to become the future mayor about it. Mr. Garraud will face M.Gilbert Mitterrand, Maire outgoing.

He belongs to the group UMP.

December 14th, 2005, it is named vice-president of the parliamentary Board of inquiry into the dysfunctions of justice at the time of the lawsuit of Outreau.

February 23rd, 2006, the Dominique de Villepin Prime Minister indicates it parliamentary in charge of a report/ratio on the evaluation of the dangerosity of the delinquents.

Garraud amendment on the penal protection of the expectant mother

This amendment at summer supported initially by the Government and adopted twice by the National Assembly. However the Senate pushed back it for problems of form. However, this amendment aimed at filling a gap in the law created in 2001 by a Jurisprudence of the Court of appeal, gap in the law statement in the annual reports of the Court of appeal of 1999 and 2001.

It is however supported by the law professors who address an open letter to the President of the Republic in January 2004 to dispute the withdrawal of this amendment.

Amendment on the Homophobie in November 2004

  • Given to defend freedom of expression, it deposits a series of amendments in order to prevent that continuations are committed against remarks known as " homophobes".
These amendments will not be voted in spite of the support of many organizations of press of all political edges.
  • Several authorities whose Advisory counsel of the human rights had delivered an opinion going in the same direction.

Report/ratio returned to the Prime Minister on the dangerosity of certain individuals

October 18th, 2006, Jean-Paul Garraud is received by the Prime Minister in Matignon. He submits a report to him, fruit of a 6 months work entitled " Answers to the dangerosité". Matignon wishes that some of the 21 recommendations of Mr Garraud be inserted quickly in a legislative device.
