Regional management of the Environment

The regional managements of the Environment (DIREN) are decentralized services of the State French which, under the authority of the regional prefect and the prefects of department, exerts some of attributions concerned with the Ministère of Ecology, the Development and Installation durable (MEDAD).

They were created in 1991. They result from the fusion of the DRAE (regional delegation to Architecture and the Environment), of the regional services of adjustment of water, the delegations of basin and the centralizing hydrological services.

In certain areas, a bringing together is in hand with DRIRE. The experimentation of bringing together of DRIRE and the DIREN in PACA (April 2005 - June 2006), like on 4 other areas concerned, was considered to be conclusive by Nelly Olin, Minister for Ecology and sustainable development and François Loos, deputy secretary with Industry.

Missions of the DIREN

They organize, coordinate and, if necessary, ensure the collection, the regrouping, the exploitation and the diffusion of the whole of the data and knowledge relating to the environment.

They take part in the definition and the implementation of the methods of study, installation, management and protection of the natural environments and their resources, while taking care of the adaptation of these methods to the regional conditions.

They are charged, subject to attributions of the other services external of the State and the qualified public corporations of the State, of the evaluation of the requirements out of water and the development and the follow-up of the documents of planning in the field of surface and underground waters and the aquatic environments.

They coordinate the action of the services external charged with the Cartographie of the major natural risks and information on these risks.

They deliver opinions on the impact studies of which they are seized and take care of a good insertion of the large equipment in the surrounding medium.

They are in charge of the application of the legislations relating to the Eau, the protection of the sites, the protection of the Nature, the impact studies, the Publicité and the signs and the protection of the Paysage S, in particular for the Littoral and the Montagne, and, in bond with the Departmental services of architecture and the inheritance (SDAP) and the Regional managements of architecture and the culture (DRAC), with those relating to the Architecture and protection and the development of the architectural and urban heritage. They ensure of the missions of inspection and police force relating to the implementation of the protection measures.

They take part in the formation of the regional Scientific advice of the natural heritage of the area and ensure the secretariat of it.

They inform the requests of authorization of work in the registered and classified sites and present a report to the departmental commission of nature, the landscapes and sites (CDNPS), joined together in formation " sites and paysages" , the dossiers which are submitted to him.

They inform the businesses relating to natural reserves and the protected biotopes which are examined by the departmental commission of the nature, the landscapes and the sites joined together in formation Nature.

They can be charged by the prefect to bring back in front of the CDNPS the projects of opening to the urbanization of spaces close to the shore, such as them lay down the articles L. 146-4, subparagraph 2, and L. 146-6 of the code of the Urbanisme.
