Regional commission of the inheritance and the sites
In each French Area, there exists a regional commission of the inheritance and sites (CRPS).
The regional commissions of the inheritance and the sites were created by law 97-179 of February 28th, 1997. They replace the regional of the historical heritage, archaeological and ethnological commissions and the regional colleges of the inheritance and the sites.
The CRPS are currently controls by the article L. 621-1 of the Code of the inheritance and the decree of the modified February 5th, 1999.
Chaired by the Regional prefect, it includes/understands thirty-two members, including inter alia the regional direcor of the cultural affairs (DRAC), the regional Conservateur of the Historic buildings (CRMH), of the town councilors, the qualified personalities and the representatives of associations of defense of the inheritance.
The regional commissions of the inheritance and the sites have an advisory role. They deliver in particular their opinion in the procedures of classification or inscription of the historic buildings when they are real goods, but also in the constitution or the modification of the protection zones of the architectural, urban and landscape heritage and of the safeguarded sectors.
The commission also advises the prefect when, for certain decisions as regards Urbanisme or of work on a historic building, the opinion of the Architecte of the buildings of France (ABF) is disputed. In these cases, the commission meets in formation restricted in the presence of the ABF which presents its dossier and clarifies its opinion, of the architect council of the department and the person having lodged appeal.
