Referendum of 2006 on the independence of Montenegro

The referendum on the independence of Montenegro was held the May 21st 2006. “Yes” the May 22nd obtained, according to the president of the commission chief clerk, 55,4  % of the voices.

History

It is the Parliament of the Montenegro which adopted the law organizing this Référendum. On recommendation of the European Union (EU), the minimal threshold to legitimate the accession with the international sovereignty of this Yugoslav ex-republic associated with the Serbia within the State of Serbia-and-Montenegro had been fixed at 55  % of “yes”.

The president of the commission chief clerk František Lipka announced the May 22nd a rate of participation of 86,3  % with 55,4  % of the voices for “yes”.

Reaction

One of the initial reactions was that of the chief of the Parti Québécois, a party Souverainiste of the Quebec. He greeted the victory of Montenegro. Criticizing as of the beginning the bar of the 55  % necessary for the accession to independence, it recalled that the case Montenegrin was not to be a jurisprudence in international law and that a victory with a possible referendum over Québécois sovereignty should be done with 50  % plus a voice.

Consequences

The Parlement of Montenegro officially declared its independence the June 3rd 2006.

This independence had as a consequence which Montenegro is not any more member of the international organizations to which the Serbia belongs. It is for example the case of the the Council of Europe, auprès whose Montenegro made a request to enter like full member.
