Raymond Marcellin
Raymond Marcellin , born the August 19th 1914 with Sézanne (the Marne), deceased the September 8th 2004 with Paris, was a Politician French.
Biography
Political career
Professor and general secretary of the Institute of corporative studies, it was decorated with the Ordre of francisque the by the marshal Pétain. Lawyer with the Court of Appeal of Paris in 1945, it was several times under-secretary of State, Secretary of State under the IVe République, general secretary of the National center of Independent (CNI), several times minister under the Fifth Republic.It was condemned to have had an employee of not declared house. He was victim of the “gang of the saucissonneurs” in his Parisian apartment.

In 1972, it Co-signed circulars which subordinated the delivery of a Residence permit to obtaining a Work contract and of a decent housing. These circulars reflect fine with the automatic regularizations. Marking a stage in the hardening of the immigration policy French, they were also the subject of the first “without-paper” demonstrations and last being softened.
