Raoul Cédras
Raoul Cédras , born on July 9th, 1949 with Jérémie with Haiti, is a former military officer and was the chief of the military junta which deposited the president elected Jean-Bertrand Aristide in 1991.
Cédras is a General Lieutenant Haitian which directed the country of 1991 to 1994 after a coup d'etat which led Jean-Bertrand Aristide to be exiled with the the United States. Defense groups of the human rights showed Cédras of the massacre of thousands of people by its paramilitary units FAdH (Armed forces of Haiti) and the FRAPH (revolutionary Face armed for progress with Haiti), in particular at the time of the Massacre of Raboteau. Strongly criticized by the administration of Bill Clinton, it was forced to leave the capacity under the threat of an American military intervention. Cédras will thus leave in September 1994 for Panama, and Aristide will find the capacity.
Cédras was condemned by contumacy in November 2000 by Haitian justice to the prison to perpetuity, pains that it does not purge because of its exile in Panama.
