Rajya Sabha

The Rajya Sabha (in Hindi राज्यसभा) - the the Council of the States - is the Upper House of the Parlement of India. The number of its members is fixed at 250,12 of them being chosen by the President for their expertise in a specific field such as the literature, science or the social services. The remainder of its members is elected at the time of legislative States or territories.

The mandate is one six years duration, a third of its members being subjected to election every two years. Its first session took place the May 13rd 1952 and it receives its name in Hindî the August 23rd 1954.

Rajya Sabha meets in continuous session and is not prone to dissolution like the other Room of the Parliament, the Lok Sabha. Rajya Sabha has a legislative power equal to that of the Lower House, Lok Sabha, except as regards finances where the latter has the ultimate authority. In the event of legislative dissension with the Lower House, a meeting of the two rooms is organized to find a solution with the conflict. In this case, it is Lok Sabha which generally obtains win, because it has twice more members than Rajya Sabha.
