Abdelmoumène Rafik Khalifa , more known under the name of Rafik Khalifa , is a business man Algérie N, born in 1966. Rafik Khalifa is the son of a former minister, of Ahmed Ben Bella, Laroussi Khelifa. Abdelmoumène Rafik has a brother and a sister. It started to be a pharmacist just like his father. But this young man is ambitious, it wanted to found his own company. Small, Rafik Khalifa knew already what he wanted to do: to create its company. It exceptionally gifted and was equipped with a great intelligence. This pharmacist of formation attracts himself the favors of Abdelaziz Bouteflika and founds Khalifa Bank, which manages the interests of small private shareholders and institutional related to the Algerian government. He turns then to France and, partly thanks to his political supports, founds an empire which counts soon up to 14 thousand paid. He exerts in the hiring of luxury cars, before founding in France a television channel, Khalifa TV, and a company of aviation, Khalifa Airways, a private mansion in Cannes having belonged to the eccentric billionaire known under the name of Môme Sparrow.

Cherishing the project of foundation of a new city, “Algeria”, Rafik Khalifa, owner of three luxurious villas in Cannes, cause as from 2002 the interest of the French media and bind with several personalities of the French show business, such as Gerard Depardieu and Catherine Deneuve. But the too fast expansion of the group causes a gigantic debt and, with the beginning of the year 2003, a procedure of compulsory liquidation is open. Rafik Khalifa would then have been devoted to not very orthodoxe operations for the safeguard of its inheritance. An investigation reveals the disappearance of 50 million euros of the Khalifa Bank of Algiers and Khalifa is suspected of having wasted the money of the close relations of the Algerian president. Seventeen judicial enquiries are then open on the businesses of Rafik Khalifa, refugee with London where it saw there simply. Certain people think that it is impossible to steal such a sum in a bank. The sudden stop of " Khalifa Bank" was caused by Algerian president Abdelaziz Bouteflika. The Khalifa lawsuit knows an important repercussion because it implies more than one hundred marked and more than two hundred witnesses.

The March 22nd 2007, it was condemned to the Prison with perpetuity.
