Radio operator FM in France

The beginnings of the use of the band FM in France go back to 1954. The band FM is then under state monopoly like the whole of the radio operator media since the ordinance of March 23rd 1945. The rtf launches the March 28th 1954 of the experimental programs in frequency modulation, but the complete cover of the national territory is only completed in the middle of the Années 1960. 16 transmitters FM are thus listed in 1961, 109 in 1965 and 196 in 1971.

the March 27th 1960, the program France IV having since 1954 a special version to be diffused out of FM is baptized: France IV - High fidelity. The December 8th 1963, the stations of the rtf are renamed after a referendum near the listeners: France Inter, France-Culture and France-Music.

The January 5th 1971, Radio France launches on Paris a named musical station France Inter Paris which will become FIP. The June 2nd 1980, Radio France launches Radio 7 bound for the young public then tests, in 1980 always, of the public local stations (Melun FM and Northern Fréquence). Bound for the public of the third old one, Radio France launches Blue Radio, always in 1980.

From the Seventies, some groups of impassioned young people of radio start to emit locally on FM. May 13rd, 1977, Green Radio emits on Paris and announces the launching of tens of radio operators FM a little everywhere in France. The challenge makes great noise, the stations multiply and the state multiplies seized and jamming. Considered by the Raymond Barre Prime Minister as “a powerful germ of anarchy” the free radios of FM pain to exist. The election of François Mitterrand in 1981 marks a true change since it supported the initiatives of the free radios. After having hesitated vis-a-vis the opposition of the written press, the Socialists start a shy person liberalization of FM, limitation of the power, prohibition of the advertizing revenues. Soon these constraints yield to the profit of the most powerful stations and best organized, NRJ, Skyrock. The free radios become private local radios.

Today the spectrum of the band FM is close to saturation in many places, of which Paris. Inequalities feel in the number of frequencies granted to the categories of radio and the groups: these inequalities come from the historical conditions of development (arrived first been useful first, repurchases of local radios by groups, etc…).

In 2006, SCUMS, in dialog with the operators (editors of programs and their diffusers) study several scenarios of optimization aiming to improve the cover of the current programs and to allow the introduction of new frequencies. The principles of optimization are based mainly on a bringing together (geographical and in frequency) of the stations FM diffusing the same program. Optimization is carried out area by area. It is carried out by SCUMS in dialog with the operators and allows the introduction from 15 to 20% of new frequencies, while regulating a series of technical inconsistencies inherited the past. The installation of the new plans of frequencies is carried out at the time of “NEVA” (radiophonic Nuit blue), whose calendar is fixed by SCUMS.

The same radio operator program can exist on various frequencies or channels. The system RDS makes it possible each station to diffuse under digital form the frequencies known as alternative of the transmitters located in edge of the zone of service and/or presenting a great probability of being received.
