Rómulo Betancourt (born with Guatire the February 22nd 1908 - died with New York the September 28th 1981). The course of Rómulo Betancourt, although tumultuous and discussed, marked the policy in Latin America and it is often described like the " father of the democracy vénézuélienne". It was a president Venezuela of 1945 with 1948 and of 1959 with 1964.

After having taken part in the creation of radical student movements, it founded the democratic national party in 1937 (famous Acción Democrática, or " Démocratique" action; in 1941).

Arrived at the capacity in 1945, following a coup d'etat, it began the reform of oil industry vénézuélienne. Pushed towards an exile in New York after the coup d'etat of Marcos Pérez Jiménez, he saw in the installation of democratic principles the condition of the success of his political comeback and he was actually elected in 1959 after the ousting of Pérez Jiménez.

He contributed in 1960 to the installation of the nationalized die of oil industry and OPEC. He saw its international will have reinforced after having survived the attempted murder organized by Trujillo, then dictator of the Dominican Republic and transmitted the capacity after the democratic election of December 1963 which marked the history of the democracy vénézuélienne with a participation of 90% which equalized forever since.
