Quota of gas emission to greenhouse effect

The quota of gas emission to greenhouse effect, called right to pollute , is a mechanism installed following the Protocole of Kyoto which consists in fixing a limit of emission of Gaz at greenhouse effect (CO) with the companies, and to leave the possibility to the companies being able to respect this limit to buy rights to virtuous companies having succeeded in emitting less only the limit. The companies not having sufficient right compared to their emissions are seen invoicing a nonlegal tender fine of 40€ per missing ton and must acquire the missing tons all the same.

This European mechanism will become world in 2008. The value of the quota of a ton of equivalent CO2 decreased considerably on the spot market Powernext Carbon: it passed from 22 euros in January 2006 to approximately an euro in March 2007. The weakness of this course does not encourage the industrialists to decrease their carbon dioxide emissions.

Stakes

The dependant stakes with the management of these quotas are considerable on the plan of the Economic development. The Protocole of Kyoto was not signed by the the United States, because those estimate that it is not favorable for them. However, the the United States are not at all passive on these questions, which they leave on the initiative private, or at the levels of the States.

Direction of the expression

The words Right to pollute can seem a legitimation of the Pollution, which fights certain defense associations of nature and the environment.

In France

1.140 major sites in the sectors of oil, of the electricity, the Acier or the Ciment are constrained by this mechanism what accounts for 50% of the emissions in France. For the period 2005 - 2007 those will be able to emit 150,8 million tons of CO, against 155 million before 2005, that is to say a fall of 2,5%.

The 50% remainders (transport, Agriculture, housing) are covered by specific policies (tax incentives, Norme S…) in order to achieve the goals laid down by the Protocol of kyoto.

The Caisse of the deposits is in charge of the implementation of these quotas, with other organizations (interdepartmental Mission of the greenhouse effect, Ministère of the Economy, Finances and Industry, ADEME,…).
