Quorum

In right, the quorum is the minimum number members of a deliberative body necessary to the validity of a decision. It is often half of the members, but much of entities have a prérequis low or higher.

When the quorum is not reached, the deliberative body cannot hold of vote and cannot change the Status quo. Thus, the voters in favor of the status quo can block a decision while not presenting themselves to the vote. The vote will then automatically be rejected and the preserved status quo.

In a legislative body, the quorum is usually the majority of the members of the entity including the vacant posts. Many body do not take into account the quorum unless a question was subjected to the day order (for example an amendment).
