Quarter-world
The Fourth World indicates the fraction of the population of an alive rich country under the Poverty line. It was forged by analogy with the term Tiers-monde gathering the poorest countries.
The term appeared in the years 1960 in Paris region (Noisy-the-Large), it was forged by the father Joseph Wresinski. It made it possible to make become aware of the existence within the rich countries, of a population as poor as those of the underdeveloped countries. Joseph Wresinski is also at the origin of the movement DTA Fourth World which aims at giving poorest in their rights and their dignity.
One can find this concept at the time of the General states of France of 1789, in the presence of a fourth order , also called order crowned of the unfortunate ones: that of the poor Daily S, the disabled person, poor”, etc At the time, that represented a great number of people.
