Québécois Model
The Québécois model is the management style which developed in Quebec since the Années 1960. It implies especially an increased role of the State in the Québécois economy.
Taxation
Fiscally, that means very weak Income tax of the companies but Income tax of the private individuals among highest of North America. The Graduated income is privileged above the Impôt proportional and the individuals with low-income do not pay or almost not tax.
Ideas
The first thinker of the Québécois model was the economist Edouard Montpetit, who wished that the Canadian-French collectively take in hand their economy to decrease the American influence in the development of the natural wealths.
Quiet revolution
The Prime Minister Jean Lesage initiated deep economic reforms at the time of the Quiet revolution. He engaged the economist Jacques Parizeau and charged to him with creating several companies of the Crown: Hydro-Quebec, General society of financing, Mode of the revenues of Quebec and the Case of deposit and placement of Quebec and Sidbec. At the time, it was easy for the State to invest in all the fields, because its Economic policy Interventionniste was heiress of the rigorous economic choices of Maurice Duplessis.
Bourassa and Trudeau
Under Robert Bourassa and Pierre Trudeau, the government seeks to develop the Small and medium-size companies (SME), invests in the multinational Bombardier and begins a three decades tradition of economic deficits for the government.
Difficulties and reforms suggested
The Québécois model is with the North America what the French Exception is with the Europe. The criticism of the Welfare state and the demographic decline of Quebec gave the following forecast: in the near future, there will be a worker for two reprocessed and several social services will collapse under the weight of inertia. The government of Lucien Bouchard carried out a fight against the heavy governmental deficits without completely eliminating them after ten years. Jean Charest promised falls of taxes but in front of the resistance of the Confédération of the national unions, it chose to attack the reduction of the debt of 110 billion dollars.
Swedish model?
The economist Pierre Fortin made several studies on the Québécois model. Other economists of left proposed to adopt the Swedish Modèle, which according to its promoters would be at the same time more powerful and more social. In 2006, a film was carried out on the question, called the Quiet Illusion .
