In France, a public library with regional vocation (generally shortened in BMVR ) is a Public library which answers specific criteria.
It must be established in a commune of at least 100 000 inhabitants and to have funds of printed books of more than 250 000 volumes. The establishment must program a construction or extension of buildings of at least 10 000 m2 and, at least in theory, to take part in the development of a cooperative project regional. Lastly, the BMVR proposes a multimedia documentation and a use of the new means of communication.
In practice, the BMVR especially were a program initiated by the State to finance the construction of modern central libraries in twelve big cities which were still deprived by it in the middle of the years 1990. The role of head of a network of regional co-operation still remains to be found. This explains the fact that there is no BMVR in the Rhone-Alps whereas there are three in Champagne-Ardenne of them.
