Public dialog
The public dialog is a step aiming at associating the population with a public decision making.
This procedure increasingly used falls under a democratic tradition. The Athenian agora, the communal revolution at the time medieval makes it possible the incipient middle-class to be associated with decision makings (taxation, local work…) then the registers of grievances at the XVIIIe century illustrates this step. These last years, the public dialog was reinforced because, all at the same time, it legitimates the public action, it illustrates the transparency of the action of the decision makers and control the head-on oppositions while adapting the project to waitings of the populations concerned.
The step of public dialog
the general principles of the step are found in the Charte of the dialog installation by the Department of the Environment in 1996:- the dialog must begin upstream project
- the dialog must be as broad as possible
- the dialog is implemented by the public authorities
- the dialog requires the transparency
- the dialog supports the participation
- the dialog is organized around key periods
- the dialog requires the presence of a guarantor
- the dialog is the subject of assessments
The public dialog finds in varied applications :
- the obligatory dialog . It is initially a question of the traditional step of the public survey to inform the public on the project, to collect its appreciations, suggestions or counter-proposal before the project is not definitively stopped. This law was supplemented by other legislative devices: the L.300.2 article of the Code of town planning, the law of solidarity and urban renewal (SRU) and procedure of public debate. Like Gregoire Milot specifies it: " The legislative framework is very open today. He lays down objectives and leaves to the building owner a great freedom in his application." (in " National diagnosis of the dialog publique" , edition Frame of mind, 2005).

Of the public initiatives . The Territorial collectivities, the State take initiatives in this field to associate the populations concerned as well as possible. Diary 21, the Referendum S buildings, the councils of district are examples of devices of dialog which go in this direction.
