Public corporation for the installation of the area of Defense

The Public corporation for the installation of the area of Defense or EPAD is a public corporation related to commercial industrial and charged to arrange on behalf of the State and of the local government agencies concerned the site of Defense. The territory covered by the EPAD is a Opération of national interest covering part of the territory of Puteaux, Courbevoie and Nanterre in the west of Paris.

Mission and organization

The EPAD deals with studies of town planning and completes work of infrastructure necessary to the evolution of the site. It draws its financing from the rights to build which it sells to the investors.

It ensures also the daily management of many utility services and organizes many exposures, markets, animations in all kinds.

The EPAD is directed by a board of directors which includes/understands representatives of the ministries in charge and representatives of the local government agencies. Its president was Nicolas Sarkozy of April 1st 2005 in December 2006, but this last yielded its place to the mayor of Garches, Jacques Gautier.

Joelle Ceccaldi-Raynaud, mayor of Puteaux, is vice-president. Its managing director is Bernard Bled since November 2004.

Formerly located at the 36e stage of the Turn Areva, the head office of the EPAD is located since 2007 to the 12 and 13èmes stages of the Tour Opus 12.

History

The EPAD was created by a decree of September 9th, 1958 for one thirty years initial duration. Its mandate was renewed first once until 1992 in order to continuing the installation of the district beyond the Arche of Defense. Thereafter the EPAD saw its existence prolonged successively until 1997, until 2007 and finally until 2010.

After a financial serious attack in the Years 1990, the EPAD managed to launch new projects since the years 2000.

Plan of revival

July 25th, 2005, Bernard Bled, Nicolas Sarkozy (then Minister of Interior Department) and Dominique Perben (then Minister for the Equipment, Transport, Tourism and the Sea) announced the plan of revival of the Defense, which préjoit of the urban projects and architectural to the horizon 2015.
