Province of Olbia-Tempio

The province of Olbia-Tempio is one of the eight Province S of the autonomous region of Sardinia.

Geography

History

The Gallura was to have in Antiquity but also at the time of the Judicat S a population distributed on its territory, inside the grounds and on the coasts (the Toponymie testifies some). It was depopulated under the domination aragon ease and Spanish and at the end of the 18th century, Gallura counted nothing any more but seven communes (in Sardinian Latinized, villae ) in addition to one pastoral population which lived isolated in the stazzi (of the isolated boxes). Old the judicat of Gallura was wider than the current province and included/understood zones which make from now on left the Anglona, of the Baronia and the Barbagia. At the beginning of XVIIIe, (1720), one notes a significant repopulation, in addition to the growth of the villae , the regrouping of stazzi (in Italian cussorge ) in small villages, or creation ex novo of villages around parish churches established by royal concession (like those of S. Francesco d' Aglientu, S. Pasquale, S. Teodoro d' Ovidde, S. Maria d' Arzachena) or around churches place of old worship (like those of Luogosanto, S. Maria Coghinas, S. Antonio, S. Pantaleo) or under particular conditions of formation (Golfo Aranci, Palau) or finally by royal decree (Santa Teresa Gallura). Gallura included/understood the following communes historically: Tempio, Olbia, Luras, Calangianus, Aggius, Bortigiadas, S. Teresa, Arzachena, Luogosanto, Palau, S. Francesco d' Aglientu, Maddalena, Trinità d' Agultu, Telti, Golfo Aranci, S. Maria Coghinas, Badesi, Viddalba, S. Antonio di Gallura, Loiri Oporto San Paolo, S. Teodoro, Budoni, Erula and Padru.

Culture

A characteristic of this province is the dialect Gallurais (in Italian, gallurese ). The presence of this dialect of the Corsican goes back to an important Corsican immigration at the 15th century. It resembles oltremontano spoken in the surroundings about Sartène. The first hard copies date from the 18th century (in the form of poetries). Nevertheless, its vocabulary comprises many loans with the Sarde so much so that certain nationalists assert his membership of a common language Sardinian - what is generally refuted by the linguists of the Romance languages. In spite of the extent of its territory, the dialect is very uniform whatever the area where he is spoken, which confirms the thesis of its late arrival, preventing the segmentation. Gallurais is not spoken with Olbia and in its immediate surroundings, area populated by Sardinians logudorais (alternative logudorais common).

The province of Olbia-Tempio was created with a regional law (n° 9) of July 12th 2001 with three other Sardinian provinces.

It includes/understands the historical territory of the Judicat of the Gallura, the north-Eastern coast of Sardinia, including the Costa Smeralda and the island of Maddalena. These territories formed part (for the majority) of old the Province of Sassari.

Both chief town are Olbia and Tempio Pausania.

26 communes on the whole, of which 24 are detached from the province from Sassari and 2 of the Province of Nuoro.

Previously called Zone of regional program n° 2 (Gallura), the new province became operational with the dissolution of the old provincial councils and the course of the elections of the 8 and May 9th 2005 and the election of the provincial council the May 23rd 2005. Since the regional elections of 2004, the province constitutes already a provincial electoral constituency with 5 seats and a central Office of district near the Court of Tempio Pausania (regional law n° 3 of February 26th, 2004).

The 26 communes allotted to this province by the regional law n° 9 of July 12th, 2001 are:

By the regional law n° 10 of the 10/13/2003, a common 26e was allotted to this new province, from that of Sassari, it is that of Badesi. This detachment will be final with the elections of the 8 and May 9th 2005.

Policy

At the time of the first provincial elections (which make it possible to make effective the existence of the province), the results with the first turn were the following (8 and May 9th 2005):
  • Forza Italia B, 12.625 votes, 15,4%,5 advisers (of which the candidate beaten in the second tower with the presidency, Livio Fedeli: Tiziano Fucked, Giuseppe Fasolino, Graziano Beccu, Anastasia Altana and Livio Fideli);
  • '' Sinistra federalista sarda '' has, 11.322 votes, 13,8%,5 advisers (Domenico Mannironi, Pier Franco Zanchetta, Pietro Sotgiu, Nino Nicoli and Tore Derosas);
  • Margherita has, 10.268 votes, 12,6%,4 advisers (Sebastiano Pirredda, Pier Paolo Spano, Piero Sircana and Carlo Ferrari);
  • Union of the Christian democrats B, 8.478 votes, 10,4%,2 advisers (Free Marotto and Luigi Pintus);
  • National alliance B, 8.466 votes, 10,4%,2 advisers (Mario Russu and Gianfranco Pinducciu);
  • Gallura Unita , has, gathering Progetto Sardegna, Socialistes Italian democrats, communist Refondation and Italia dei Valori, 6.666 votes, 8,2%,2 advisers (Emanuela Murgia and Francesco Carbini)
  • Popolari-UDEUR has, 6.412 votes, 7,8%,2 advisers (Gesuino Achenza and Gilberto Bo)
  • Popular movement for environmental protection and of hunting (MPTAV), 3.623 votes, 4,4%
  • Riformatori sardi (liberal-democrats) B, 3.296 votes, 4%,1 to advise (Salvatore Marrone);
  • Sardinian Parti action has, 3.144 votes, 3,8%,1 to advise (Elio Casu);
  • Fortza Paris B, 2.985 votes, 3,6%
  • '' Autonomia socialista Sardegna '' B, 2.031 votes, 2,5%
  • Indipendentzia (IRS), 1.093 votes, 1,3%
  • Sardigna Natzione (SN), 771,0,9%
  • Italian Republican party B, 608,0,7%.

The lists has (center-left) supported canditature of Anna Pietrina Murrighile (Gallura Unita, of Progetto Sardegna) which obtained with the first turn 40.039 votes and 46,9%. The lists B (center-droite) supported Livio Fedeli (Forza Italia) which obtained 39.684 votes and 46,4%. There was thus a ballotage (2nd turn, 15 days afterwards) to decide on the President of the province and the final attribution of the seats of advisers. The three other candidates with the presidency, Gianmario Marongiu (MPTAV) 4,4%, Gianni Pala (IRS) 1,4% and Domenica Careddu (SN) 1%, sharing the other voices, are not allowed to the second turn nor with the distribution of the advisers. Before this election, the province lately created had the reputation to be an area definitely marked on the right, like its Olbia chief town.

With the second turn (ballotage), the 22 and May 23rd 2005, Pietrina Murrighile gains the presidency of the new province with 38.757 votes (51,9%), its adversary, Livio Fideli, collecting only 35.936 votes (48,1%).

Opposition of the provincial council: 10 advisers (of which Livio Fideli) - Majority of center-left: 14 (without counting the president).
