Protection zone of the architectural, urban and landscape heritage

In France, a Protection zone of the Architectural Heritage, Urbain and Paysager (ZPPAUP) was founded by the law of January 7th 1983 (law of Décentralisation). Extended by article 70 of the law n° 93-24 of January 8th 1993 (law landscapes), it has the aim of ensuring the protection of the landscape and urban inheritance and to emphasize districts and sites to be protected for reasons of an esthetic or historical nature.

Procedure

It is the Municipal council which normally decides the study of the ZPPAUP with the assistance of the Architecte of the buildings of France and of the Departmental service of architecture and the inheritance.

At the end of the procedure, it is created and delimited, after public survey, by a decree of the Regional prefect with the agreement of the commune and after opinion of the regional Commission of the inheritance and the sites.

The public must be obligatorily informed decision to study a ZPPAUP. The act creating the zone is the subject also of measurement of publicity by posting in town hall and the publication in two local newspapers.

The average times of the takings of evidence of the ZPPAUP reach on three or four years. 420 ZPPAUP had been the subject of a creation by decree of the regional prefect at December 31st 2003. Two thirds of the ZPPAUP relate to the communes of more than 5000 inhabitants.
