Prime Minister of the Democratic republic of Congo
The Prime Minister of the Democratic republic of Congo ( Swahili : Waziri Mkuu wa Jamhuri ya Kidemokrasia ya Kongo , Lingala : Minisele ya Yambo wa Republiki ya Kɔ́ngɔ Demokratiki ), is the Chef of the government of the Democratic republic of Congo.
History
The post of Prime Minister was already present in the first government of the Congo-Kinshasa independent, with the first, and very charismatic Prime Minister Patrice Emery Lumumba, in 1960. During the next years, the capacities and attributions of the Prime Minister varied much, and the station even disappeared during a good part of the mode of the Marshal Mobutu Sese Seko, of 1966 to reappear like First police chief of State in 1977, like for the period following the First war of Congo.Except Patrice Lumumba, several large appears of the history of the country occupied the post of Prime Minister in Congo (DRC), among which Moise Tshombe, which had before directed the government sécessionaire of Katanga, and Etienne Tshisekedi, the opponent of long time of the Mobutu Mode, which was raised by three times has this station, and each time following a popular pressure.
The post of Prime Minister remade surface like institution of the republic, within the constitution of IIIe République, and Antoine Gizenga was appointed first Prime Minister of IIIe République, the December 30th, 2006. Gizenga was already Deputy Prime Minister in the government of Patrice Lumumba, in 1960.
Description
According to the constitution of IIIème republic, which establishes a semi-presidential mode, the Prime Minister is, after the President of the Democratic republic of Congo, Head of the State, the second personality within the Executive power. The Prime Minister is named by the President of the Republic, within the party, of the coalition or the parliamentary group which in the majority within the National Assembly.The Prime Minister has a secondary role within the executive, when it or she is resulting from the same political family as the President of the Republic, since that or this one is recognized (E) as being the constitutional chief of the executive. However, when it there has cohabitation (i.e., when the President of the Republic is of an political family different from that which holds the majority with the National Assembly), the capacity of the Prime Minister is increased considerably, because the President of the Republic has, in practical terms, very few clean capacities which it can exert without the opinion and/or the downstream of the Prime Minister.

The constitution does not establish in manner express of unspecified pre-necessary for this station. Only the inescapable stage is the acceptance of the program of the government, and the nomination of this last by the National Assembly.
