The Prime Minister is with the head of the Executive power of the parliamentary system of a Gouvernement, composed of the whole of the Ministre S, sometimes called cabinet. Among these ministers, according to the countries, one finds various categories: ministers of state, Ministers with or without wallet, for the deputy secretaries or vice-ministers and the Secretaries of State. They form the the Council of Ministers together.

The terminology Prime Minister insists on the Primauté of this one on the other ministers. In Germany & Austria, the chief of the government is called the Chancelier, and in Spain the President of the Government.

In the majority of the democratic countries, the Prime Minister either is indicated by the Head of the State, or elected by the Parlement, resulting from the political majority or a coalition, after being named or being had a presentiment of by the Head of the State (President or Monarque). It is what is called a parliamentary Régime. It happens that he is sometimes also the Head of the State : as with the Kiribati where the President of the Republic directs the Gouvernement, but can be reversed by the Parliament from which it is resulting.

History

Just like in the United Kingdom, the capacities of the Queen of Canada, represented by the general governor, are symbolic systems with some exceptions.

In France, under the V {{E}} Republic, the Prime Minister is indicated by the President of the Republic to determine and lead the general policy of France, in particular by drawing up the budget.

It is usually selected because it is with the head of the political current most powerful of the parliamentary majority of the National Assembly, or among its representatives, if not the personalities close to this majority current. When it is of a current policy opposed to that of the President of the Republic, one speaks about Cohabitation because, in this case, the two chiefs of the executive power act in their respective fields of competence.

In the event of public dissatisfaction, it can be proposed to the Prime Minister to renew totality or part of its government, one then speaks about Cabinet reshuffle, or to even be replaced after having presented his resignation to the President of the Republic.

Under the preceding Republics (III {{E}} Republic, of 1875 to 1940, and IV {{E}} Republic, of 1946 to 1958), the chief of the government carried the title of President of the Council (shortened name of president of the Council of Ministers). The solemn meetings took place, like today, with the Elys3ee palace, in the presence of the president of the Republic, but this one formally did not chair the meetings of the Council, whereas it is the case now.
