Prevention plan of the risks

A prevention plan of the risks, or PR , is a document of Urbanisme of Droit French.

PR is a document carried out by the State which regulates the land use on a communal scale, according to the risks to which they are subjected. This regulation goes from prohibition to build with the possibility of building under certain conditions.

PR is a lawful file of prevention which makes known the zones at the risks and defines measurements to reduce the incurred risks. PR thus belongs to the security measures installation vis-a-vis the main risks. It envisages the preventive information of the citizens, protection by the communities and inhabited the Inventory of fixtures, the plans of help and evacuation. It regulates the occupation of the grounds, takes account of the natural risks in installation, the construction and the management of the territories.

Zones defined in PR

  • Green zone: constructible zones
  • Restricted parking zone: constructible zones under condition
  • Red zone: inconstructibles zones

Evolution of the device

Initially called prevention plans of the natural risks , the device of PR was set up in France by the law of July 22nd, 1987, then modified by the law n°95-101 of the February 2nd 1995 relating to the reinforcement of environmental protection, said law Barnier. They then replace the PS (Plane of Surfaces Submarines) and the PER (Plane of exposure to the risks).

PR were consolidated by the law n°2003-699 of the July 30th 2003 relating to the prevention of the technological and natural risks, said law Bachelot, which comprises two large aspects:

  • prevention of the technological risks (after in particular the explosion which has occurred in factory AZF in Toulouse in September 2001),
  • prevention of the foreseeable natural risks (after in particular various recent episodes of Flood S).
