In France, the president of the Council was the chief of the government under several modes of which the IIIe and the IVe République S.

This title was carried for the first time by Talleyrand in 1815, was followed by other chiefs of the government of the Restauration and Monarchie of July. The president of the Council plays already a leading role since Louis XVIII declares in a letter with Decazes in 1821: “It is not the King who is the keystone. It is the President of the Council. ”

The first president of the Council of IIIe République is Armand Dufaure in 1876. From 1871 to 1876, the chief of the government indeed carried the title of vice-president of the Council, the council being chaired by the president of the Republic (Adolphe Thiers, then the marshal Mac-Mahon). Following the legislative elections of 1876, there is a political crisis between the government and the president of the Republic. The position of president of the Council is then created. It does not have anything official, the constitutional laws of IIIe République giving the totality of the executive power to the President of the Republic. Thus, until 1934, the President of the Council had to cumulate the direction of the government with another ministerial wallet since it did not have as a chief of the semi-official government of offices, of personnel…. The President of the council presented to the President of the Republic a list of ministers resulting from parties which were united for the circumstance (the program was enough succint). This coalition remained fragile, at the thank you of the defection of one of its components on a particular point of the government policy. The ministry arised then in front of the House of Commons and the Senate which voted confidence to him.

Under the Mode of Vichy, the chief of the government was called Vice-Président of the Council .
