Africa did not have that a place to be allotted to its 24 engaged countries, idem for the 17 nations of zone Asia-Oceania and the 16 of the zone Concacaf. Lastly, South America had 2,5 places to offer to best its 9 countries. As the tradition wants it, holding it of the title (FRG) and the organizing country (Argentina) were free from this preliminary phase.
