Political responsibility of the Government

The political responsibility of the Government is the obligation, for the ministers, to leave the capacity when they do not have any more confidence of an political authority.

It is distinct from the criminal responsibility of the Government.

Question of confidence

The Gouvernement is regarded as profiting from the confidence of the Ace. The Constitution gives him the means by raising the question of confidence. The 1st Minister which after deliberation of the Council of Ministers engages the responsibility for its government in front of the Ace.

One can think that gvt has need for the confidence of the Ace and not slmt of the President that it named it. However, the institutional practice shows that the engagement of the responsibility for the constitution of a gvt was regarded as optional across literal application of the text.
