Political parties under the Monarchy of July

Constitutional parties

As of the beginnings of the monarchy of July a distinction between party of the Movement and party of Resistance is established:

The Movement

The Parti the Movement is a wing of the Orléanisme whose partisans estimate that the Charter of August 1830 was only one stage towards a more democratic mode and are favorable to all measurements allowing the extension of the capacity of vote, in particular by a lowering of the taxable quota of election and/or eligibility. On the external level they are favorable to a policy aiming at supporting the emancipation of nationalities seeking to release itself from the foreign supervisions. The party of the Movement is with the capacity initially until March 1831, with the banker Jacques Laffitte. The main forces of the party of the Movement are:
  • the center left, whose leader is Adolphe Thiers.
  • the dynastic opposition, whose leader is Odilon Barrot.

Resistance

The Parti Resistance estimates that essence was accomplished with the Charter of 1830. It reaches the capacity with Casimir Perier and will remain there essentially until the end of the reign, implementing a moderate and middle-class policy indicated under the name of “happy medium”.

In a famous speech, made at the time of the discussion of the secret basic issues which is held with the House of Commons the 24 and March 25th 1836, shortly after the advent of the first ministry Thiers, Guizot justifies the policy of resistance by challenging its assimilation to conservatism:

“It is you, Sirs, exclaims he with the address of the center left, who trail in a rut; it is you who repeat what one said in other times, without you to see that all is changed around you, that the company is changed, that its needs are changed. It is us, we who have the intelligence of new times… ( various movements ). Yes, Sirs, it is us. I include/understand very well that you think differently; it is of what I accuse you. I show you not to have included/understood what has occurred to France for forty years, I show you to be behind ( movement prolonged ). ”

The main forces of the party of Resistance are:

  • Doctrinary , whose leader is François Guizot: these doctrinary, known as duchess of With a grid, “which does not have doctrines, are special men, postifs like the practice of work and of the men creates each day of it They seek to put reality in the policy at the place of imagination. I am thus well ease to see them with the capacity for my peace, because behind them I see only the reign of the saber or the republic. The Left Third

The Tiers Party , whose principal figure is André Dupin, is a political clout hinge between the right-hand side and the left, which votes sometimes with one, sometimes with the other. It started to make speak about him in the Room elected in 1831, but without constituting themselves truly in organized political clout.

Its true rise dates from the anticipated legislative elections of the June 21st 1834. From the start, the Left Third manages to carry its leader, Dupin, with the presidency of the Room and obtains moreover two vice-presidencies out of four (Hippolyte Passy and Jean-Louis Calmon), not without concurramment asserting a third with the ministerial ones (Joseph Pelet of Lozere).

The Left Third affirms to belong in the majority ministerial, but it is often concealed at the decisive time, with the liking of these “majorities of ideas” which asserted Edgar Faure under the Fourth Republic. “It is defined less by one precise political program, judges Guy Antonetti, than by a sum of personal ambitions, enrubannées of the great virtues of impartiality, independence, broadness of outlook, but actually nourished ruffled susceptibilities and small rancorous jealousies. ”

In its answer to the speech of Guizot the March 24th 1836 (quoted supra ), it Minister of Justice, Sauzet, develops thus, in answer to the topics of the resistance - “intimidation”, “rigors”, “perseverance” - rhetoric specific to the Left Third: “conciliation”, “lapse of memory of the past”, “appeasing”:

“It would be a foolish government which that which, at the time when the spirits approach, would irritate them by the memories of the past, would like to force them to confess their errors, would impose amends to them and génuflexions, and would seek painfully which side were the wrongs in the past. Such a government would include/understand neither its country nor its century. ”

Its press agency is Constitutional the , which preserves audience and prestige in the political community, although it lost the three quarters of the subscribers whom it had under the Restauration.

Extremes: legitimists and republicans

To the two extremes of the political chessboard one finds forces which fight the mode itself, disputing the rights of the branch junior by the house by Bourbon for the legitimists or the monarchical shape by the government for the republicans.

Legitimists

After the advent of the monarchy of July, one calls legitimists the representatives of the right-hand side counter-revolutionary remained faithful to the branch elder of the Bourbons. Republicans
