Policy of process
The policy of process (in German) is a concept coming from Germany.
By this kind of policy, the State intervenes either directly on the market, or by endogenous economic variables which it will modify directly.
The two main components of this policy are:
- Monetary policy ()
- political financial ()
The properties of the Social economy are conceived in a direction narrower than in the Ordolibéralisme, by recognizing only one reduced number to him of virtues or contributions to the general interest, in particular for the continuation of certain specific goals of public policy. It is the case for example of the recognition of the utility of the co-operatives of work like correct mechanism of imbalances (known as also failures of the market) on the job market, and thus like instrument in the Employment Policy, but being unaware of its other properties.
The policies of process remain limited and conditioned by the framework imposed by the Politiques of scheduling (cf Ordolibéralisme). A very restrictive framework would give little margin to establish measurements (effective) of policy of process.
When this design prevails among the political decision makers (" policy makers"), which often arrives when the policies are designed by only one department/ministry, measurements have tendency to be generally transitory, while being operational only as a long time as a priority is given to determined problems, for example unemployment.
Measurements of support to the sector of the Social economy tend to be in this case, of measurements of économico-financial material promotion similar to those indicated in the former design and, to a lesser extent, of media diffusion, but in function of the only problems to be solved.
