Planoise

Planoise is a recent district of Besancon located at the West of the city, between the hill of Planoise and Top-of-Chazal. It is, with 21.000 inhabitants approximately, that is to say 17% of the population and 14% of the park of residences, the district more populated commune. It left ground during the years 1960 with the statute of Urban development zone (ZUP).

History

Population increase at the origins of the district

Since 1959, the Besancon-native municipality wonders about opportunity of building a ZUP to answer the population increase resulting from the Baby-boom (the city knows an annual population growth of 3%/an, the second after Grenoble). The site of Planoise is retained rather quickly for this possibility and creation was ratified during the municipal council of the November 18th 1960. In 1962, the results of the census are without call: the city accommodated more 20  000 new inhabitants between 1954 and 1962 and the construction of new residences are essential. Decision is thus made to build a new district of 13  000 residences out of 128 ha. It is provided that 40  000 people will settle there. The ministerial decree ratifying its construction is signed the June 8th 1962, construction starts in January 1964 then.

The district takes life

The first inhabitants settle in Planoise in the current of the year 1968 and attend the first return to school of the district. In 1969, a little more than 1000 residences were already built but the request is lower than the forecasts and the ambitions are thus re-examined with the fall, more especially as the financing is subjected to restrictions. Only the parts of the project called Époisses and Île-de-France will thus be built: their completion is almost effective in 1977 and they then add up approximately 7000 residences and 12000 inhabitants.

Enrichment in services

A dialog of the municipality carried out with the inhabitants of the district proposes the improvements to be brought to make the district more alive and functional. A reach development concerted (ZAC) will be born in the central zone to accommodate trade and services. The first buildings of the ZAC are finished in 1980 just as the Forum and the new Victor-Hugo college which moved downtown area in spite of the oppositions of the inhabitants. In 1982, Planoise Space is finished and the residential buildings multiply in the neighborhoods. In 1984, thecommercial one of the Cassin place, student residences, administrative hotels and buildings come to supplement the offer of service. The population of the district culminates in 1989 with 21.300 inhabitants.

A district which resists the crisis of the suburbs after a fashion

Like all the ZUP built in France at similar time, the district of Planoise also encounters economic difficulties and social which require an assumption of responsibility of the social capacities. For example the Île-de-France sector presented in 1999 an unemployment rate of 37% while those of Diderot and Lafayette recorded rates from approximately 30%. Thus, with the title of the law of orientation and programming for the city and the urban renovation of August 23rd, 2003, the district is requalified in Free urban zone, this one is taking up the duties on January 1st, 2004.
