Pierre Maresca is a local politician of New Caledonia, born the July 30th 1941 with Algiers (Algérie).

Formation, arrived to New Caledonia and professional path

Pied-noir French of Algeria or of origin, it arrives in New Caledonia in January 1963, a few months after the independence of the Algérie. He is useful then during 10 years as civil servant, before becoming journalist. It is interested then particularly in the history of the Territory and thus writes the Nights of Bagne calédonien in 1975 while taking part in the drafting of the Mémorial Calédonien , gigantic work in several works treating of the history of the New Caledonia of 1853 with beginning of the year 80.

In parallel of its journalistic career, it launches out quickly in policy in the camp anti-freedom fighter.

Heavy truck of the RPCR

A fast rise

As of 1977 it adheres to the Gathering for Calédonie (RPC) which becomes the following year the Rassemblement for Calédonie in Republic (RPCR), great party of union of the camp anti-freedom fighter created then by Jacques Lafleur.

Its rise is fast and it becomes soon a key figure of RPCR. It is elected city council man of Noumea this same year 1977 on the list RPCR carried out by the outgoing mayor Roger Laroque. In 1979, after the adoption of a new statute granting more capacities to the Government council which from now on is elected starting from the list which obtains the most voice of the elected officials of the territorial Parliament (before the Government council was consisted the members of several lists to proportional), it is thus elected member of the executive on the list of national Agreement of Dick Ukeiwé. However, in June 1982 the Government council falls following a motion of censure voted by the freedom fighters and separatists formerly combined with RPCR. The freedom fighters then form a new government directed by Jean-Marie Tjibaou until in 1984.

In September 1984, a new statute is adopted, said Statut Lemoine . The capacity of the executive calédonien is once again reinforced: from now on, the Territorial Parliament elects a President of the Government of the Territory which forms its government, made up of ministries. The elections of November 1984 being boyckottées by the freedom fighters of FLNKS (thus marking the starting point of the Events), RPCR obtains a very vast majority with the Territorial Parliament and Dick Ukeiwé is elected President of the Government of the Territory. It then names Pierre Maresca Minister for the Santé and the social Affairs.

Vis-a-vis envenimement of the situation between pro and anti-freedom fighters, a new statute for the Territory is adopted in 1985: the statute Fabius - Pisani which founds, inter alia, four Areas, a Congress of the Territory which replaces the Territorial Parliament and an executive made up of four presidents de Régions and directed by the President of the Congress. Following the elections of the September 29th 1985, Pierre Maresca is elected Conseiller Southern Area and member of the Congress. He is re-elected the April 24th 1988.

With the Congress

After the adoption of the Agreements of Matignon, it is elected to advise Southern Province and member of the Congress in 1989, and that without stopping until our days, except for 1999 with 2004 where he is again member of the local executive. He is even president of the Standing committee of the Congress of the May 4th 1988 with the June 3rd 1998.

In Noumea

City council man Noumea of 1977 with 1995 and since 2001, he is assistant of the mayor of Noumea Jean Lèques first once of 1989 with 1995. Not present on the list of RPCR in 1995, it is since 2001 4th assistant of the mayor of Noumea in charge with the Solidarité and the Contract of Agglomeration.

After the Agreements of Noumea

Member of the collegial Government (1999-2004)

Although not being signatory of the Agreement of Noumea, it continues its political ascendance and, re-elected in 1999 with the Parliament of the Southern Province and with the Congress, it belongs to the list RPCR - FCCI for the constitution of the Government of New Caledonia. Thus he will be member of all the governments of first mandature: Government Lèques of the May 28th 1999 with the March 19th 2001 (charged with the Transport S and Communication S and Relative questions with the audio-visual Communication), then First government Frogier of the April 3rd 2001 with the November 13rd 2002 (he then adds to its preceding functions the Relationships to the Congress until the rehandling of the August 9th 2002, date on which he exchanges the Relationships to the Congress for the Social dialog) and finally in the second government Frogier of the November 28th 2002 with the May 9th 2004 (always in load of the Social dialog and the Communication S to what is added the Air transports only as well as the Public office).

Elected official of the opposition

Re-elected at the time of the elections of the May 9th 2004 with the Parliament of the Southern Province and with the Congress, it sits however in the opposition from now on following the election with the presidency of the three principal institutions of the Territory of elected officials of the Avenir together: with the Southern Province, with the Congress and the Government. Candidate of RPCR to the presidency of the Southern Province, the party of Jacques Lafleur however does not lay out to with it more but of 16 elected officials out of 40 against 19 with the Avenir together and 5 with the FN. No party not having the absolute majority, and the FN then bringing its voices to no candidate, it is the candidate of the Avenir together Philippe Gomès which is elected with the 3rd ballot in the majority relative. With the Congress, Pierre Maresca is elected a time copresident of the common group Gathering-UMP - FCCI then, when this independence small part traditionally combined with RPCR decides to make group with share, Maresca has remained the only president so far group Gathering-UMP with the Congress for this day.

The n°2 of “new” Gathering-UMP

If not, following this failure, Jacques Lafleur then announces the installation of a procedure aiming at establishing its succession with RPCR. Pierre Maresca is then designated to organize this transition which must bring, according to any waiting, with the designation of Pierre Frogier, only dolphin of Lafleur since the entry in dissidence in 2001 of Harold Martin, from now on president of the Avenir together. However, Jacques Lafleur estimates that Frogier goes too quickly and is not firm enough in its opposition by the new majority and thus decides at the last time to represent itself with its own succession with the head of the movement, creating the general surprise within the militants. However, the majority of the heavy trucks of RPCR join then with Pierre Frogier, whose Maresca, and thus the dolphin beats its former mentor at the time of the congress of Salted Rivière in 2005. Pierre Maresca becomes general secretary and thus n°2 then movement.

Candidate with legislative of 2007

Given largely favorite to be the candidate of RPCR in the 1 {{E}} district, namely Noumea, the Île of the Pines and the Îles Honesty, the outgoing deputy Jacques Lafleur not being more member of the party, it then decides to be presented to the primary educations of the party which must be held with Salted Rivière with Noumea the October 14th 2006. Incarnating the “old guard” of RPCR, vis-a-vis a Gaël Yanno which says to incarnate the change but appears with much like inexperienced because of its young age (45 years), a Marianne Devaux which has the appearance of “a Mrs. Sociale” of the Gathering-UMP but which lost the “battle” of the extension of the Hospital vis-a-vis the Avenir together and a Guyèdre Wamedjo quasi sure not to be not elected, it thus leaves gaining. However, the day of the Congress it is beaten of a short advance by Gaël Yanno which obtains 1573 votes out of 3154 expressed against 1371 in Pierre Maresca, 116 with Guyèdre Wamedjo and 98 with Marianne Devaux.

Criticizing the way in which the poll proceeded, pointing finger the few 1000 votes by proxy, Pierre Maresca then declared victim of a machination aiming at drawing aside a man judged too near to “the Old Mode” and not sticking to the new image a Gathering-UMP wanted by his president Pierre Frogier, however him also former tenor of the Lafleur era. To protest, Pierre Maresca has then resigned the October 16th of his position of secretary general of the party, while remaining member and refusing to adhere to the Gathering for Calédonie (RPC) recreated for a few months by Jacques Lafleur to counter at the same time the Avenir together and the new executive team of RPCR. Moreover, Pierre Maresca remains president of the group of the Gathering to the Congress. The December 5th, it announced to maintain its candidature.

This thus predicts the presence of at least four candidates for the camp anti-freedom fighter in the 1 {{E}} district of which, in addition to Pierre Maresca: Gaël Yanno which remains the official candidate of the RPCR which more is invested at the end of December by the Union for a popular movement (UMP), Didier Leroux for the Avenir and is together invested by the Union for the French democracy (UDF) and finally a candidate of the RPC which has sleep and already announced that it will be present at the time it poll without having still to announce which would represent it. Lastly, it is strong propable that the National front introduces to him also a candidate. In the same way, it is excluded only another heavy truck from the Avenir together, but nearer from the UMP, like Harold Martin (which, elected “Bush well”, could be tried by a candidature for Noumea), even Marie-Noëlle Thémereau. This bursting of the camp anti-freedom fighter does not leave however any doubt as for the victory of one of its representatives. Indeed, the freedom fighters are quasi non-existent 1 {{E}} district (Jacques Lafleur was elected with the 1st turn with each election since 1978 except for 2002, and this year there the two candidates of the second turn, Jacques Lafleur and Didier Leroux, were both opposed to independence).
