Pierre Larrouturou

Pierre Larrouturou , born the October 19th 1964, is a politician and economist French known for its positions in favor of the reduction of the working time.

Biography

Agricultural engineer (Agro Paris) and graduate of the Institute of political studies of Paris, it begins its career while becoming, in 1989, consulting engineer at Andersen Consulting, then become Accenture. Pierre Larrouturou made known himself of the public towards the beginning of the year 1990, by approaching the topic of the division of the Working time.

It is while returning from a leave of a Sabbatical year that the idea came to him that work could be divided, by reducing time weekly by 39 to 32 hours (for the majority of the employees; for the other classes, commes the executives, they will be other formulas). Made calculation, it estimates at the time up to two million employment can be created.

He then preaches, in 1993, the Semaine four days (32 hours).

At that time, of the companies in Germany as Volkswagen tries out the fall of the weekly duration of work. This topic is also taken again by certain French owners (like Antoine Riboud, the founder of Danone). The line, with the capacity, proposes a nonconstraining legislation based on the only voluntariate of the companies: it is the law Robien.

Pierre Larrouturou is close to the socialist ideas . He becomes member of the Club of the Actors of the New Time (or Club of the " ANE").

The ideas of reduction of the working time are taken up, adapted and applied to a lesser extent by the laws Aubry.

In 1994, before even the promulgation of these laws, it estimates: “(… with the 35 hours), there will not be the effect of critical mass necessary. The employment effect will be weak, that will be very expensive. There will not be the qualitative evolutions necessary in the report/ratio to work. Thousands of employees will be frustrated…” (France Culture).

It then compares the R.T.T with antibiotics: “Either you put the amount and you gain the part (against the microbes or unemployment), or you go there too mollement and you take the risk to discredit the remedy and to even increase resistance to the evil” (France Culture).

In December 1999, it envisages: " The principal reform of the legislature is only one smoke screen. The second law Aubry will not dam up the Chômage, the life will not improve of paid and is likely to make lose with the left the elections of 2002." (city in Release ).

Pierre Larrouturou tries to present himself to the presidential election of 2002, but without success, because it does not collect the 500 essential signatures.

After the socialist defeat at the time of presidential of 2002, Pierre Larrouturou approaches the Socialist party again.

A few years after the application of the 35 hours, in October 2004, Pierre Larrouturou Co-writing with Michel Rocard an article in the Nouvel Observateur where it persists and maintains that a fast and brutal passage to the 32 hours can cause a drop in unemployment.

Since the year 2000, in its book “the left died, lives the left! ”, it uses readily the formulation “four days week to the chart” which defines its step more clearly.

Several organizations of the working time are indeed possible, this in order to adapt the formula to all the trade associations.

For example:

  • Four workdays (32 hours) out of five (for the majority of paid).

  • One month out of five (researchers, data processing).
  • One week long-a short week (for the truck drivers for example).
  • Four days out of seven (hospital, transport).
  • One week free out of five.
  • One four days weekend every two weeks.
  • One sabbatical year every five years.
  • etc

Four hundred companies already adopted the four days week to chart (Télérama, Mamie Nova, etc). Among them also appear of very the small companies.

If there are for the wages above 1600 €, after negotiation, a provisional wage cutting of about 3%, this one is only very provisional, the profit-sharing of the employees initially, then the improvement of the job market in the second time, make that this fall of wages does not last a long time.

Pierre Larrouturou devotes himself henceforth to a more total project: he founded the movement “News Gives”, which, taking as a starting point the methods of Pierre Mendès France, proposes a social new agreement, which would more call on the citizens.

Pierre Larrouturou tried to be candidate with the presidential election of 2007. He has the support of Michel Rocard, Rene Passet (one of the founding members of Attac), Albert Jacquard, Patrick Pelloux, Gerard Pelletier and Alain Trautmann (one of the founders of Sauvons research).
