Pierre Harmel was born with Uccle (Brussels), the March 16th 1911. He is doctor in right, laid off in social sciences and body of notaries, and incorporated higher education in revenue duty. He was professor with the Université of the State to Liege.

He was elected appointed social-Christian with the Room of the representatives in 1946. He represented Belgium with the 4th session of the Parliament of the the United Nations in 1949. He was Minister for the State education of 1950 with 1954, Minister for the Justice of June 1958 at November 1958, for the cultural Affairs of 1958 with 1960 and for the Public office of 1960 with 1961. He was Prime Minister for the July 28th 1965 with the March 19th 1966 of a government between social-Christians and Socialists, then Foreign Minister of 1966 with 1972. He pled for a strong defense, allied with stable relations with the Eastern European countries (Harmel doctrines which inspired NATO). He was named minister of state in 1973 and he became this year chair Sénat, function which he occupied during four years. In 1991, the King Baudouin conferred to him the title of Count.
