Pierre Frogier , French politician, born the November 16th 1950 with Noumea (New Caledonia).
Professional path
Bachelor of law of the Faculty of
Paris, Pierre Frogier joined in
1988 Marie-Noëlle Thémereau to create the general Agency of New Caledonia which became one of the principal estate agencies of the Territory. Although they are now adversaries in policy, Pierre Frogier and Marie-Noëlle Thémereau are always associated with the head of this agency.
Political career
The political ascendance
It enters in policy in
1977 while adhering to the Gathering for Calédonie of
Jacques Lafleur, which will become the following year the Rassemblement for Calédonie in the Republic (RPCR), the party anti-freedom fighter. It is made elect under this label with the territorial Parliament in
1977. He becomes member of the Government council in
1978, he will remain it until in
1982. After the adoption of the new statute of the Territory, it finds a seat within the Government of the Territory directed by
Dick Ukeiwé of
1984 with
1985. It sits again at the deliberating assembly, rebatized Congrès of the Territory by the Pisani statute, starting from
1985, it becomes in same time chair Southern Area of
1987 1988 and thus sits in fact at the Executive council. It finds its seat within Conseil, but this time while being elected by the Congress, in
1988. After the signature of the
Agreements of Matignon (1988), it is re-elected without stopping until in
2001 with the Parliament of the southern Province and with the Congress starting from
1989. He is besides 1st vice-president of the southern Province for all this period and was also president of the Congress of
1995 with
1997. He is if not elected mayor of the
, the second commune of the Territory Mount-Gilds, in
1987 and, temporary of the deputy Maurice Nénou, he replaces it with the National Assembly to represent the 2nd district after the death of this last in
1996. He will be re-elected appointed in
1997 and
2002.
The potential dolphin of Jacques Lafleur
Quickly, Pierre Frogier seems one of the potential dolphins of
Jacques Lafleur when this one does it 1st vice-president of the southern Province. But until in
2001,

Difficult succession
After the provincial elections of the
May 9th 2004 and the victory of the Future together in southern Province,
Jacques Lafleur resigns of his seats in the Parliament of Province and with the Congress and Pierre Frogier is charged to direct only the opposition in the future together. Thus, pretexting the error of one elected of the Gathering, Suzie Vigouroux, which prevented with its list from obtaining all the seats envisaged with the government, it makes resign all its fellow candidates making fall thus the government the very same day of its formation the
June 10th 2004. What is called then the Vigouroux Business envenime, Pierre Frogier and
Jacques Lafleur showing the Future together to have exerted pressures on elected the RPCR so that it purposely makes be mistaken, which was contradicted thereafter. Finally, the
June 24th, a new government is elected and the RPCR obtains the number of members excompté and Pierre Frogier, to avoid a longer blocking of the institutions, gives his support for the candidate of the Future together
Marie-Noëlle Thémereau which is elected with the presidency of this government the
June 29th while Pierre Frogier obtains the " portefeuille" Foreign trade, Follow-up of the Foreign relations and Relations with the
European Union. But, in spite of this temporary support, Pierre Frogier remains very critical together with respect to the Future and of his leaders. He incarnates more and more, with the eyes of the militants, the possibility of preparing l'" After Lafleur" , and the former leader of the Territory accelerates the expiries aiming at organizing his succession. Thus, it is expected that Pierre Frogier is the only candidate to become the new president of the
Gathering-UMP to the Congress which will be held in Salted Rivière with
Noumea the
July 2nd 2005. But, at the last time,
Jacques Lafleur, reproaching Frogier for not being rather firm in its opposition to the government of
Marie-Noëlle Thémereau and for not having observed all the conditions which the deputy had posed for his succession, finally decides to be represented with its succession. The Congress of Salted River devotes the victory of Pierre Frogier who, at the time of the first internal poll with internal bulletin organized since the creation of the party in
1977, obtained 3.261 votes out of the 4.174 militants present at the time of the vote, against only 889 votes to
Jacques Lafleur. This one will end up resigning of the party which it had created nearly 30 years before in December
2005 and its contempt for the new executive team of the Gathering will not hide.
Pierre Frogier is since fact the cantor of the “rupture”, following the example Nicolas Sarkozy on the national plan, with the “Lafleur system”, wanted to introduce more “internal democracy” into his party by organizing “primary educations in particular” to designate the two candidates with legislative of 2007, but also by adopting a more critical attitude with respect to the Accord of Noumea. He calls then with a renegotiation of this last, will even say himself to feel “completely disengaged” this last (what will then cause an important general outcry among all principal signatories of the agreement, of Jacques Lafleur but also many other figures of the camp anti-freedom fighter of which the leader S of the Avenir together with the freedom fighters), estimating that a “independence reading” of the Agreement was privileged until now and being opposed savagely (following the example Jacques Lafleur and of the senator Simon Loueckhote) to the constitutional law (finally adopted in Congress in Versailles at the end of February 2007) proposing the freezing of the electorate with the only people residing in New Caledonia since before 1998 for the provincial elections.
Invested by the Gathering-UMP and the UMP, he was re-elected with the second turn of the legislative the June 17th 2007 for the second district with 54,13% of the voices compared with 30,38% with his independence adversary Charles Pidjot. After this election, and under the impulse of its national party, of the new president of the Republic Nicolas Sarkozy and its Secretary of State to Overseas the Christian Estrosi, a new bringing together is tried between Pierre Frogier and Harold Martin. This one leads to the signature of an outline agreement between the Gathering-UMP and the Avenir together thus aiming at welding the camp divided anti-freedom fighter. Because of this agreement, Pierre Frogier is elected president of the Congrès, the assembly deliberating on the territory, the July 31st 2007 while the presidency of the Gouvernement returns to Harold Martin.
