Philippe Marcombes

Philippe Marcombes , born with Murat (Cantal) the December 5th 1877, deceased the June 13rd 1935 with Paris, was a French politician.

Military career

Philippe Marcombes was born with Murat in December 1877. he carries out his secondary studies with lucée of Clermont-Ferrand, before joining the military school of Health of Lyon. He follows a few years the medical occupation in the military body, acant to become doctor from city, in Clermont-Ferrand, as from 1905. He was again army medical officer during the First World War. He will finish the conflict with the rank of Lieutenant-colonel. He will be decorated with the Légion of honor (officer), with the Military Cross and the Distinguished Service Cross-country race.

Municipal career

Belonging to the political family Radical socialist, Philippe Marcombes is elected for the first time city council man in 1904, only elected official of his current. He sits then in the opposition vis-a-vis in the majority of Antoine Fabre. In 1910, it is elected General adviser of the Northern canton of Clermont. Canton which will remain continuously its stronghold until its death.

In 1929, Philippe Marcombes will not manage to be made elect at the municipal council. The rise to power of the socialist list of Antoine Villedieu, and the refusal of Montpied to integrate elements moderated on its list poke the dispute against the outgoing mayor. Again, the Mountain supports the S.F.I.O while the Monitor and the Future prefer to him leaving it.

To the first ballot, the radical list does not manage to fill the tank with voice. Only 16 candidates are elected as of the first turn. Philippe Marcombes is on his side in ballotage. The average of the radicals falls whereas that of the Socialists climbs. With the second turn, the two lists divide the seats: 5 for the S.F.I.O (more the 4 of the stronghold montferrandais which votes separately), and 7 for the radicals. The outgoing mayor does not manage to join together the sufficient votes to remain at the municipal council. Drawn aside of the Town hall, it is Paul Gondard which thus succeeds to him.

1935 will be the year of the triumph. Philippe Marcombes manages to rejoin around his person the whole of the republicans. Its successor, Paul Gondard, conscious of having been first magistrate by interim, is on the point of returning the armchair of mayor to him. The three daily newspapers support the list of Republican Gathering of the " Good Docteur". One has particularly noted the newspaper the Mountain of the Socialist Alexandre Varenne, rejoined for one year to create a republican face vis-a-vis temptations extremists of the February 6th, 1934.

Only three candidates of the list do not join together the absolute majority, of which Paul Gondard. In a letter in Clermontois, this last announces the withdrawal of its candidature in the between-two-turns. Next Sunday, the three Marcombes candidates nevertheless are elected in their turn without the least problem. SFIO clermontoise guard 4 elected officials, on his stronghold of Montferrand (election with share).

With final, the municipal council is distributed according to political trainings following: SFIO: 4 members; Socialists of France: 4 members; Radical socialists: 20 members; Republican of left: 1 member; URD: 7 members.

Career of minister

Doctor Marcombes was twice under-secretary of State, under the tutuelle one of the Minister for State education. Thus, it was in charge of physical education in government III of Edouard Herriot (June 1932 in January 1933), then in charge of technical education in the government Albert Sarraut I (October 26th at November 25th, 1933). He was also a transitory Minister for state education in 1935 in the government of Pierre Laval. He died brutally of an embolism six days after his nomination with the opening of the Council of Ministers to the Elys3ee palace on June 13rd.

Achievements

He carried out many installations with Clermont-Ferrand, which one can still see downtown. The hyper development of Michelin at its time led it to allow this development. In the field of health, it made build the polyclinic, which is always located beside the Hospital. It developed also the dispensaries to give access to health all. It ordered to build it public baths, and fought for the public health for amndt the sewers. Its medical profession one logically led to take in heart its fields of public health.
