Philippe Herzog is president of association Confrontations Europe, old European Député and former professor of the Universities. It was born in 1940 with Bruay-in-Artois from a father chemist of Croatian origin, which finished its career as research director at Pont-à-Mousson and of a mother of a family of minors of the Pas-de-Calais.

Former student of the Polytechnic school, in same promotion as Francis Mer, and of the ENSAE, aggregate in economic scenes, its community activities and policies were multiple.

It begins its working life as administrator with INSEE (1964). Accountant national and in charge of the economic budgets, it creates, with his colleague Gaston Olive, the first model French of economic forecast (Zogol). Its first book " Economic forecasts and accountancy nationale" (PUF, 1968) this period of innovation in the context of French planning recalls.

He becomes professor of university in January 1969, and teaches with Clermont-Ferrand, Vincennes and Amiens; then with Paris-X Nanterre of 1973 to 2003.

It adheres to the PCF in 1965 where it is elected at the Central committee (1972) then at the Political office (1979). It directs the economic section of PCF and the Économie review and Policy. Marxist and keynésien, it is one of the authors of the Common Programme of the Left and militates for the employee profit sharing in management. The economic section, in particular with the contribution of the theorist Paul Boccara, analyzes the crisis of the monopolistic Capitalisme of State and proposes new criteria of management.

Member of the National Commission of planning of 1982 to 1988 and of the Economic and Social Committee of 1984 to 1989, it publishes in particular " Economy with arm the body " (1982,1984) and " France can seize again " in 1987 (Social Editions). In the companies and the areas, it intervenes in the processes of reorganizations with alternative propositions and recommends reforms of structures.

Impassioned militant of " Europe differently " , it is chief candidate of PCF to the European elections of 1989. After a long combat against the most orthodoxe elements, it leaves the party in 1996, but will be still communist related candidate in 1999.

European deputy of 1989 to 1999, then of 2000 to 2004 (group of the European Unified left), he was president of the commission of the foreign Economic relations, vice-president of the economic commission and monetarist, and vice-president of the Delegation Europe/the United States.

Its most important reports/ratios related to " the participation of the citizens and the social actors in the institutional system " who was voted by the great majority of the European Parliament (1996), then on " services of general interest " (2003-2004), also adopted mainly after a rich combat of lesson and prolongations. In 1998, the ministry for the European Businesses entrusted a mission to him on the promotion of the European social dialog.

Its research on the crisis of the representative democracy and the invention of a participative democracy results in new publications like " To rebuild a political power - to control in partenaires" (the Discovery, 1997). Its chronicles with the Barber-Economy (1999-2005) were very appreciated.

In December 1991, it is one of the founders of Confrontations association aiming to the revival of the public debate and assumes the chairmanship of it. Pluralist and independent, she works with the diagnosis on the Mondialisation and with the strategy of the reforms in France and Europe. Become Confrontations Europe, association has an office in Brussels and correspondents in many countries. It became a school and a hearth of initiatives estimated and recognized, very active in the European institutions. Interface between the civil society, the companies and Europe, association contributes to train European actors and to forge a new prospect for the Union. Associations gathers as well big bosses (Jean Peyrelevade…) that personalities resulting from a certain fringe of the left (Jean-Pierre Brard,…). Philippe Herzog is director of the review the Letter of Confrontations Europe which is diffused with 30000 specimens.

Philippe Herzog is the author of very many articles and works. Its last book " The happiness of the voyage - Ethics, action, projects to start again Europe" (ED. The Manuscript) refers. It is decorated with the academic Palms, of the National order of the Merit and the Legion of honor.

In May 2006, it is named president of the Institute for the financial education of the public (IEFP, France).
