Philippe Baumard , born in 1968, is teacher-researcher of the Université Paul Cézanne (Aix-Marseilles III) since 1999. Its research topics are the economic intelligence, tacit knowledge, the failure and the désapprentissage during organisational crises. He is professor visiting in Haas School off Business, the University of California, Berkeley.

Biography

A.E.T., former student of the Military academies of Saint-Cyr-the School and Aix-en-Provence, it begins its scientific studies in economic scenes where it studies in 1989 historical parallelism between the rise of the electronic intermediation (put in networks of the company) with the Panoptique of Jeremy Bentham. It predicted there the growth of a phenomenon " néopanoptique" in the modern societies, where the function of dissociation enters the couple " voir" and " to be vu" , expensive with Michel Foucault is maintained by technologies information synchronous and asynchronous. This first research is the publication object under the title of " Strategy and monitoring of the environments concurrentiels" with the Masson Editions in 1991. This first work, published by the author with old 22 years, receives the price of the Commercial Academy of Science.

Interested by the sociology of the secrecy of Georg Simmel, it joined the School of the High Studies in Social sciences (EHESS), where under the direction of the Director of Studies Patrick Fridenson, it studies the history of the search for mining information of Pechiney in Guinea. During its short studies in historical research, it binds friendship with Professor Steven Dedijer, pioneer of the economic intelligence, which it taught since 1972 at the University of Lund. It is at this same time that he proposes with Christian Harbulot with the General police station in the Plan the creation of an work group on the economic Intelligence. Their collaboration will join together more than 40 French industrialists and administrators during two years, and will produce, under coordination with the General police station in the Plan of Philippe Clerc and Jean-Louis Levet, and the presidency of Henri Martre, the " report/ratio; Economic intelligence and strategy of the entreprises".

Facing the incapacity to establish a relation of cause and effect between information available to a company and its competitiveness, it gives up the project to produce an integrated theory of competitive information, and turns, within the framework of a thesis of doctorate to the study of logics of failure, failure and crises, and the part played by the defects of Connaissance in its last. It obtains in 1991 the Paris-Oxford Stock Exchange, distributed by the Chancellors of the Universities of Paris and Oxford, and starts a research task which will lead it to Nuffields College (Oxford), the University of Technology of Sydney (Australia) and the University of New York to study dynamic tacit Connaissance in crisis situations. It meets in New York the Professor, of which he becomes the research assistant, and with which he binds friendship and will begin a long intellectual collaboration. In contact with this last, its work takes a turning Sceptique, even provocative and ironic. Guest by W. Schwartau to be published in the first American collective work on the " war of the information" in 1994, he writes a sour diatribe on the American incapacity to produce a useful knowledge, underlines North-American obsession for the infrastructures of information, and predicted that the errors of passed as regards failure of information will reproduce according to this same logic. Published in 1994, this article is adopted by the National University Defense for its lesson of information warfare as of its publication. The skepticism and the will of counter-current are found in the whole of following work, in particular within common work with William H. Starbuck.

The works which followed adopt this same angle of attack in the fields of the futurology in 1996, where it describes not the Prospective like a technique forecaster but like and an investigation alteration of human knowledge. One finds there the expensive concepts at the school of the " coil-designing" (car-design) and a plea for the Cognitive malleability of the individuals and the systems, thus rejecting the traditional design of systemic study of the possible futures. The dialectical one between failure of human cognition and technical systems is also found in the work published with Colonel Jean-Andre Benvenuti who develops a critical analysis of the role of the information systems in the competitiveness of the organizations, and devotes a big part to the study of their failures. The work which it publishes on the strategic analysis also criticizes the concept of plans and formalism to prefer the concept to him of strategic movements and development of a malleable and sharpened strategic thought. This systematic provocation is exacerbated in collective work realized at the University of Stockholm with Professor Bo Hedberg on the " organizations imaginaires". The two researchers consider there the birth of artificial organizations, substituent human resources by technologies agents and systems communicating. Enlisting about fifteen young Swedish researchers on empirical research between 1994 and 2000, Baumard and Hedberg devoted their energy to show the possibility and the existence of such organizations. The fruit of their collaboration was published within a work entitled " Managing Imaginary Organizations" with the Elsevier Editions in 2003.

Concept of " limitation humaine" is thus a central theme of the searchs for Philippe Baumard. He questions the limits of one thus * spectacular company, such as she was predicted by Guy Debord in a criticism of the companies " post-spectaculaires" current, where logical of packs answer a worn and transitory spectacle. With William H. Starbuck, it publishes in 2005 in " Longe Arranges Planning" a provocative article where the two authors dissect the reasons why human organizations learn neither from small nor from the great failures.
