Personalized allocation of autonomy

In France, the personalized allocation of autonomy ( APA ) is social measures in favor of the elderly and dependant:

  • It constitutes a universal right whose object is the assumption of responsibility of the elderly in loss of autonomy.
  • It makes it possible to profit from the assistances and services necessary to the achievement of the essential acts from the life.
  • It is a personalized help and meets the particular needs for each recipient.
  • It concerns the elderly as well residing at residence as the elderly lodged in establishment.
  • This measurement replaces the specific PSD service dependence and thus makes it possible less dependant people to profit from it GIR 4 in the place from GIR 3

It is coming into effect in France with the 1st January 2002 and was founded by Paulette Guinchard, member of the Socialist government of the former Prime Minister Lionel Jospin.

Access terms with the APA


  • To be old of 60 years completed,

  • To justify of a loss of autonomy evaluated by the medico-social team of sector using a grid of named national evaluation AGGIR (scale from 1 to 6). Only the GIR 1 to 4 can claim with the personalized allocation of autonomy,
  • Résider in a stable and regular way in France.
  • the attribution of the APA is not subjected to conditions of resources but its calculation takes account of the incomes of the recipient.
  • Contrary to the PSD, “the sums been used for the title of the APA are not the subject of a covering on the succession of the recipient, the legatee or the donee”.

Allotment procedure

  • the file is made up at the CCAS (Communal center of social action) of the commune of residence which transmits it to the General advice,
  • the medico-social teams evaluate the loss of autonomy in relation to the attending physician of the elderly. Consequently, they propose a plan of assistance which is submitted for acceptance to the elderly and her entourage,
  • the file is submitted to the departmental commission APA which fixes the amount of the assistance according to the plan of established assistance and of the User fee.

Assessment at June 30th, 2003

  • 1.390.000 requests were submitted to the general advices.
  • 1.210.000 was the subject of a favorable decision in 83% of the cases.
  • 151.000 files related to renewals or revisions.
  • 723.000 60 year old elderly profited from the APA, and 15,8% of French of more than 75 years.
  • 54% of the recipients lives in residence and 46% in establishment.
  • the average amount of the plan of assistance to residence is of 478 euros per month and 346 euros in establishment.

National plan for the elderly

In addition with the APA, a national plan of a cost of 9 billion euros, was ended at the end of 2003 to privilege and accompany:

  • the maintenance in residence more possible for a long time of the elderly,
  • the modernization of the old people's homes,
  • the creation of 10.000 medicalized new places,
  • the recruitment of 15.000 soigants.

Financing of this plan, taken to take into account the ageing of the population, fact call to the solidarity of the French employees who will have to give up one bank holiday and to thus work eight hours more for their elder. This measurement at summer seen like a reinstallation of the drudgery for a long time disappeared from the system from French tax.

Criticisms

These social measures, that its detractors say expensive, were put at the load of the general advices, without prior cooperation. It was reproached, always by its detractors, a lack of financing on behalf of the State, which obliged certain general advices to increase the local tax system (up to 60% for some).
